Francine Kelly-Hooper has joined Stantec's community development team as an environmental contaminant scientist. She brings more than 25 years of experience in water, soil, and sediment chemistry studies. Francine will be based in Stantec's Waterloo office.

Through her PhD research, Francine has developed innovative solutions to contamination problems. At Stantec, she will develop two main services for clients. First, she will find beneficial use alternatives for contaminated soils and sediment as financially and environmentally sustainable alternatives to landfill disposal. Second, she will apply petroleum hydrocarbon (PHC) forensics techniques that will allow Stantec to develop timely and cost-effective site remediation strategies.

'Stormwater sediment re-use is a new and emerging field, and the environmental regulations that govern it are very strict,' says Steve Brown, surface water lead for Stantec in Canada East. 'Francine has been responsible for the only sediment re-use approvals to date in Ontario, so her expertise brings a new skill to our team and enables us to offer more comprehensive solutions to our clients.'

Over the past 13 years, Francine has applied her PHC chemistry research methods to more than 140 stormwater management (SWM) pond sediment beneficial use studies. She has also applied her methods to PHC contaminated soil risk assessments for over 30 brownfield sites. Prior to joining Stantec, she operated her own consulting firm, Kelly Hooper Environmental Incorporated, for 16 years.

'Stantec has opened the door for me to further develop my research and pursue a wide range of opportunities with our private and government clients,' says Francine. 'I'm confident that collaborating with my talented Stantec colleagues will lead to new and exciting projects for the team.'

Francine completed her PhD thesis in 2014 at the University of Waterloo in the biology department, where she developed the Biogenic Interference Calculation (BIC) Scale for eliminating false petroleum hydrocarbon (PHC) detections in soils and sediments. She enjoys canoeing in the summer and attending her children's' hockey games in the winter.
