Mr. Proctor previously was Member of Blake, Cassels & Graydon LLP, Secretary, Vice President & General Counsel for Daylight Energy Ltd., Director, Chief Legal Officer & Executive VP at Sinopec Daylight Energy Ltd. and Director, Chief Legal Officer & Executive VP at Sinopec Canada Energy Ltd.

Mr. Proctor received an undergraduate degree from the University of Victoria and a graduate degree from the University of Calgary.
