Goss will be appointed as the second managing director of Rosneft Deutschland GmbH and RN Refining & Marketing GmbH alongside Johannes Bremer, effective January 12, 2026, the Federal Network Agency announced on Tuesday. Goss brings with him more than three decades of extensive international leadership and financial expertise, which he has gained in globally operating major corporations as well as in demanding transformation and restructuring situations.
Goss has previously worked for Siemens and served as head of Thyssenkrupp's steel division until 2019. He was slated to lead the planned steel joint venture with Tata Steel Europe at the time, but the companies abandoned the project following opposition from EU competition authorities.
The executive will assume the role of Chief Financial Officer (CFO), with particular responsibility for the finance and IT departments, the Federal Network Agency stated. In response to the halt of Russian gas deliveries, the federal government took control of Rosneft's subsidiaries and appointed the Federal Network Agency as trustee. This arrangement was most recently extended until March 10, 2026.
