There have never been any exports of military weapons to Russia, nor are there plans to do so, said an unnamed North Korean vice director of national defense who oversees military equipment. But the Kim regime asserted its "lawful right" to export and import military equipment, along with developing, producing and possessing such weaponry, the unnamed official said in a state-media statement published Thursday local time.

Escalating Threats From Russia on Ukraine Roil U.N. Meeting

UNITED NATIONS-Russian President Vladimir Putin's threat of a nuclear response to battlefield losses in Ukraine fueled a new sense of urgency ahead of Thursday's United Nations Security Council meeting as member states work to diffuse the escalating crisis and question whether the longstanding differences among permanent members have become an impediment to global security.

The U.S. and its allies are working to shore up support among countries to take a stand against Moscow's latest moves as world leaders gathered this week for the first entirely in-person United Nations General Assembly since the start of the pandemic. Mr. Putin's recent move to mobilize as many as 300,000 reservists and annex occupied parts of Ukraine, and his nuclear threats, make tensions at this year's gathering appear more acute than at previous meetings.

Government Wins Appeal on Mar-a-Lago Classified Documents

WASHINGTON-An appeals court late Wednesday granted the Justice Department's request to retain control of the classified materials seized at former President Donald Trump's Mar-a-Lago resort and continue its criminal investigation into the handling of those documents, in a big win for the government.

In a 29-page decision, the 11th Circuit U.S. Court of Appeals in Atlanta lifted an earlier order from a federal judge who had barred federal agents from using roughly 100 classified documents seized as part of its probe into whether any national-security risks had been posed by the way the highly sensitive government material was being held at Mr. Trump's Florida home.

Joe Manchin Releases Bill to Speed Up Energy Projects as Lawmakers Balk

WASHINGTON-Sen. Joe Manchin (D., W.Va.) on Wednesday released the full details of his permitting-overhaul bill aimed at speeding up the approval process for energy-related projects across the country.

The 91-page proposal would accelerate timelines for environmental reviews of major energy projects such as pipelines, transmission lines and wind farms. It would set a two-year target for the duration of the most detailed category of review required by the federal government's National Environmental Policy Act.
