• The World Bank has been supporting the professionalization of public procurement to help strengthen the skills and competencies of practitioners and make the delivery of goods, services, and works to citizens more efficient.

  In Afghanistan, the National Procurement Authority, through Civil Services Commission, has developed a Procurement Cadre Regulation and recruited about 1000 procurement staff. The National Procurement Institute has developed systematic training, certification, and accreditation of staff. This was part of the Fiscal Performance Support Project with support from the World Bank.

  In Nigeria, the World Bank-funded Sustainable Procurement, Environmental and Social Standards Enhancement Project (SPESSE) is supporting six federal universities to graduate 21,240 students in Procurement, Environmental and Social Standards (PES). The project is also helping central government agencies to commence professionalization programs in PES.

  Alham Omar Hotaki

  CEO and Director General of the National Procurement Authority (NPA) of Government of Islamic Republic of Afghanistan

  Dipl. Eng. Alham Omar Hotaki is the General Director and CEO of the National Procurement Authority since October 2017. During his tenure with NPA, he has marked consistent achievements in bringing transparency to Afghanistan's public procurement domain through introducing E-Procurement processes, Procurement professionalization efforts and establishment of Framework Agreements with the support of World Bank. Prior to NPA, Mr. Hotaki served as the CEO of Capital Region Independent Development Authority and Dehsabz - Barikab City Development Authority, Leading technical Advisor for Kabul Metropolitan Area development for Japan International Cooperation Agency (JICA); Project Manager; Volunteer Assistant Lecturer of Physical Mathematics and as a Deputy Chief Engineer. Mr. Hotaki holds a dual Master's degree in Civil and Industrial Engineering from Moscow State University of Civil Engineering and Masters in Business Administration from Marymount California University and other capacity development short courses from Japan, India and UK. He is a member of the Friedrich-Ebert-Stiftung Afghanistan since 2011, board member and public speaker at AIESEC. He is also member of the presidential Committee on Digital Transformation of Governance in Afghanistan and Afghanistan National Economic High Council. He has represented Afghanistan in WTO Public Procurement negotiations.

  Ahmad Shah Naqshbandi

  Deputy, National Procurement Authority (NPA), Islamic Republic of Afghanistan

  Mr. Ahmad Shah Naqshbandi serves as Deputy to CEO of National Procurement Authority (NPA), Islamic Republic of Afghanistan. Naqshbandi has done his master's degree from Turin University, Italy in Public Procurement Management for Sustainable Development, postgraduate in sustainable rural development from National Institute for Rural Development, India and bachelor's degree in business administration from Kardan University Kabul, Afghanistan. Prior to his current position, Naqshbandi served on various key positions including Secretary to the President of Islamic Republic of Afghanistan, Advisor to DG NPA, Director Cadre Affairs - NPA and Deputy Program Director with Afghanistan Rural Enterprise Development Program (AREDP/MRRD). In this current position, Naqshbandi has led restructuring of procurement entities, mass recruitment for 700 procurement positions, development and implementation of procurement cadre regulation and establishment of the National Procurement Institute.

  Dr. Joshua Atah

  National Coordinator of the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project in Nigeria

  Dr. Joshua Atah is the National Coordinator of the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project in Nigeria. In the last fourteen years, he has served in the same role on three other World Bank funded Projects in Nigeria. This is in addition to about twenty years of working experience with the National Universities Commission in Nigeria. Mr. Atah holds a Doctorate in Electronic Engineering from the University of Kent, Canterbury, United Kingdom. He is registered with the Council for the Regulation of Engineering in Nigeria (COREN) and a member of several professional bodies, including the Institute of Electrical and Electronics Engineers (IEEE), Nigerian Society of Engineers (NSE), Association for Computing Machinery (ACM), International Association of Engineers (IANG), etc. He has also published several research papers in the field of Biometrics, ICT and Electronic Engineering.

  Aliyu E. Aliyu

  Director, Regulations, Database and ICT Department of Nigeria Bureau of Public Procurement (BPP)

  Mr. Aliyu E. Aliyu is a pioneer staff and Director, Regulations, Database and ICT Department of Nigeria Bureau of Public Procurement (BPP). He has played key role in public procurement reforms in Nigeria. He served as the Project Procurement Officer for the closed World Bank-funded Economic Recovery and Governance Project, which provided the initial support for public procurement reforms in Nigeria. Prior to joining the BPP, MR. Aliyu practiced Quantity Surveying as a consultant with the multi-billion Dollar Dangote Holding Company. Mr. Aliyu serves on the Presidential Task Force on Power Reform and he is a member of the Millennium Sustainable Goals. Mr. Aliyu holds BSc degree in Quantity Surveying and MBA. He is a Fellow of the Nigerian Institute of Quantity Surveyors, a member of the Board of Trustees of Professional Procurement Association of Nigeria and member of American Association of Cost Engineers International.

Over the years he served as a Consultant with the European Commission, Trade Lawyer with major Law Firms, and Professor at the National University of Ireland and the University of Wales, Bangor, UK Professor Cahill and was the Founder Director of Institute for Competition & Procurement Studies, in the Bangor University, for 9 years prior to taking up his current Directorship with HelpUsTrade.   Kim Phan

  Director of Development and International Relations, Former Executive Director, International Law Institute

  Ms. Kim Phan served as the Executive Director of the International Law Institute for more than 15 years. She currently is the Director of Development and International Relations and also serves as the course advisor or co-course advisor for the ILI course on Leadership & Management in International Development, Legislative Strategic Management, and Procurement for Policy Makers. Prior to joining ILI, she served as the United States - Asia Environmental Partnership Technology Representative to the Asian Development Bank. Ms. Phan holds a BA from Allegheny College and an MSL from Northwestern University Law School.

  Uwingeneye Joyeuse

  Director General, Rwanda Public Procurement Authority

  Ms. Uwingeneye Joyeuse is the Director General of Rwanda Public Procurement Authority, A regulatory oversight body mandated to ensure organization, analysis and supervision in public procurement matters and to advise the Government and all public procurement organs on the policies and strategies in matters related to the organization of public procurement. Prior to joining the RPPA, Joyeuse has occupied various positions at the Rwanda Development Board and in the private sector since 2008. She is a board member for 2 public institutions and she is a holder of a Master's Degree in Banking and Finance (Financial sector Policy) and Bachelor of Economics.

  James Kaloki

  Ag. CEO, Kenya Institute of Supplies Management, Nairobi, Kenya

  Mr. James Kaloki is the Ag. CEO at Kenya Institute Of Supplies Management (KISM), Kenya. He has more than 20 years of experience in purchasing and supply management and had worked in many national and international agencies including Aga Khan Foundation, Mater Hospital, etc. James Kaloki is a Master in Business Administration (MBA) from Jomo Kenyatta University of Agriculture and Technology, Kenya and completed his bachelor degree in Business Studies from Kenyatta University, Kenya. Mr. Kaloki had initiated and undertaken many capacity development programs in public procurement and KISM delivers many national and international procurement training programs for procurement professionals from across Africa region countries and beyond, initiated under his leadership.
