Authorities in Taipei and Washington have established a fundamental accord regarding a new bilateral trade framework, Taipei Times reports. This development follows recent reports suggesting that the United States intends to lower import duties on Taiwanese goods to 15%. This adjustment aligns Taiwan with the tariff structures currently enjoyed by regional neighbours like Japan and South Korea.

The successful conclusion of these negotiations is vital for regional stability, as it solidifies Taiwan’s economic security and deepens its strategic integration with Western supply chains amidst growing geopolitical tensions in the Pacific.

According to sources, the deal is undergoing final legal reviews and may be formally publicised before the end of January. A central component of the arrangement involves Taiwan Semiconductor Manufacturing Co, which may commit to constructing at least five additional production sites within America. Although the company has not officially confirmed these expansion plans, it is expected to provide clarity during its upcoming financial briefing on January 15.

The Executive Yuan’s trade office noted that the primary goal remains securing favourable treatment for the semiconductor industry under Section 232 regulations. To support this, Taipei has requested that Washington streamline administrative hurdles and improve access to essential resources like land, water, and power for Taiwanese investors.

In previous commitments, the tech giant allocated $65bn for three facilities in Arizona. The first site commenced high-volume manufacturing in late 2024, while the second is slated for 2028. A third site saw construction begin in April 2025. Recent discussions suggest a further $100 trillion investment might be on the horizon.

Once the final consultative sessions conclude, the administration plans to present the comprehensive agreement and an economic impact report to the legislature for formal scrutiny. This ensures transparency regarding the shift towards the 'Taiwan model' of supply chain cooperation.
