Tilenga Project: TotalEnergies publishes independent assessment of land acquisition program in Uganda
TotalEnergies, operator of the Tilenga project in Uganda through its subsidiary TotalEnergies EP Uganda (TEPU), has released the independent assessment report conducted by the Canadian firm Land & People Planning Ltd on the land acquisition, resettlement, and livelihood restoration program implemented as part of the Tilenga project, along with the action plan adopted by TEPU based on the report's recommendations.
This review follows the commitment made by TotalEnergies in 2024. The assessment mission was initially entrusted to Lionel Zinsou, who informed the company that he would be unable to finalize it due to personal health circumstances.
The assessment, conducted in the districts of Buliisa, Hoima, and Kikuube, covered all components of the land acquisition program. The report concludes that the program was implemented in compliance with the project's land acquisition and resettlement commitments, in accordance with IFC Performance Standard 5, with no major systemic deficiencies identified.
It further states that "compensation, the handover of replacement housing, and the majority of livelihood restoration measures have been completed, and the project is now on track to enter the closure phase of the resettlement action plan."
Between 2022 and the end of 2024, the Tilenga project acquired approximately 853 hectares of land, impacting 4,954 households and communities owning or using plots (PAPs) and involving the relocation of 205 primary residences.
To date, over 99% of compensation agreements have been signed and paid, and 100% of resettlement housing has been built and handed over.
Based on the report's recommendations, TEPU will implement an action plan covering the following areas:
- Livelihood restoration: continued monitoring through 2026 to ensure the completion and ownership of training and support measures (agronomic practices, post-harvest equipment, business start-up kits).
- Support for vulnerable households: tailored assistance for potentially vulnerable households, in coordination with local authority services.
- Grievance management: strengthening monitoring and communication tools, including FAQs and key messages, to ensure consistency and transparency.
- Information and consultation: development of an engagement plan dedicated to the closure of resettlement action plans and livelihood restoration programs.
- Gender consideration: integration of gender-disaggregated data into databases and closure reporting.
- Closure: launch of the formal closure process, followed by an independent third-party audit.

- gas production, trading, transport and distribution (5%): primarily liquefied natural gas (43.9 million tons sold in 2025), natural gas, biogas, hydrogen, liquefied petroleum gas, etc.;
- hydrocarbon operating and production (2.8%): 2.5 million barrels of oil equivalent produced per day in 2025;
- other (0.1%).
Net sales are distributed geographically as follows: France (22.8%), Europe (45%), Africa (10%), North America (7.2%) and other (15%).
