Xcel Energy Inc. had submitted a Final Design Report and a Quality Control and Inspection Program (QCIP) for the toe drain replacement project for the right embankment at Menomonie Hydroelectric Project, FERC No. 2181. Federal Energy Regulatory Commission reviewed the submittals and provided the following comments: Submit an updated QCIP once a qualified contractor is selected.
Include resume of key personnel(s) from the contractor. Include a dewatering plan (by contractor) in the above submittal for FERC review. If the dewatering system involves drilling into, in close proximity to, or through the embankment and its foundation, the FERC requirements contained in the ?GUIDELINES FOR DRILLING IN AND NEAR EMBANKMENT DAMS AND THEIR FOUNDATIONS?
should be followed. Detail C on Design Drawing ?NH-310182-7? refers the dewatering system to ?Sheet C-02?, which does not exist in the filing package. Above comments should be addressed at least 30 days prior to the commencement of the proposed work.
