Initially for a much larger amount ($2300 billion), this plan is intended to modernize the country and its ageing infrastructure over the next 8 years. Some $115 billion will be dedicated to the renovation of bridges, highways and roads, $85 billion to public transport, $20 billion to the improvement of road safety, $80 billion to railways, $174 billion to the construction of new roads and bridges, and a further $80 billion for rail.

The envelope also includes $174 billion for the development of the EV market (from the installation of a network of charging stations to support for the industry), $25 billion for airports, and $17 billion for waterways, ports and ferries. A sum of $111 billion will be allocated to modernizing the electricity network, plus $16 billion to the construction of a new power plant, while $111 billion will be spent on upgrading the drinking water network (including $45 billion to replace lead lines).

On the environmental side, $50 billion will be devoted to improving the resilience of infrastructure to climate change. Public schools will receive $100 billion, community colleges $12 billion, and early childhood institutions $25 billion.
