Subject: Additional Assistance Measures for Airlines Affected by the Coronavirus Disease 2019 (COVID-19) Outbreak at Airports under Supervision of Airports of Thailand Public Company Limited

The Coronavirus Disease 2019 (COVID-19) outbreak has become widespread since December 2019 and consistently more severe until now. The global aviation industry has been severely impacted by the COVID-19 outbreak, threatening the ability of airlines, including many Thai airlines, to operate flights and deliver passenger services normally at their full capacity.
Some of them have faced a lack of liquidity and decided to temporarily suspend their operations as already appeared in the news.
Airports of Thailand Public Company Limited (AOT), the operator of all six airports, has recognized such problem and continuously implemented assistance measures for airlines
and concessionaires as its business partners. Based on the mutual exchange of opinions, the airlines wish to request AOT to consider assistance measures in terms of the extension of credit term of payment for office and state property rents and service charges with consideration on aviation forecasts conducted by the International Air Transport Association (IATA) (2025 - 2026). The airlines, together with the Board of Airline Representatives Business Association (BAR) and the Airline Operators Committee (AOC) at Don Mueang International Airport, submitted letters, requesting AOT to consider additional assistance measures for airlines in 2021 so that they can ensure continued operations. Also, the Civil Aviation Authority of Thailand (CAAT) issued a letter, requesting AOT to consider the postponement of payment for office and state property rents, landing and parking charges to relieve the impacts and ensure the airlines' cash flow for continued operations.
To relieve the impacts and ensure the airlines' continued operations, the AOT Board of Directors, in the Meeting No. 11/2021 held on Wednesday, 25 August 2021, therefore, resolved to approve assistance measures for airlines operating flights at all six airports under AOT's supervision and affected by the COVID-19 outbreak as follows:

- Postpone a 9-month payment for landing and parking charges and aircraft service charges for each periodic payment during April - December 2021, whereby installment payments can be applied, but not exceeding 12 months per each periodic payment, which shall not be deemed as delayed. However, such postponement of payment shall only apply to the airlines who submitted a request letter to AOT.
- AOT reserves the right to make any change, correction, or cancellation of conditions of assistance measures for airlines, whenever appropriate, in accordance with the situations and impacts caused by the COVID-19 outbreak.
