Mt Arthur Coal Environmental Monitoring Data March 2022

Mt Arthur Coal is required to provide environmental monitoring data to the general public to comply with its obligations under section 66(6) of the Protection of the Environment Operations Act 1997. The air quality, water, noise and blasting monitoring data included in this document has been obtained as a result of monitoring conditions specified under Environmental Protection Licence 11457, and is limited to data that relates to pollutants generated, discharged or emitted from the licensed premises.

EPA Identification No. 5 is the discharge point under Hunter River Salinity Trading Scheme. All limits presented below apply at EPA Identification No. 5.
EPA Identification No. 6 is the monitoring point for water quality and volume monitoring for discharges under the Hunter River Salinity Trading Scheme.
Water monitoring data will only appear if there has been a discharge under the Hunter River Salinity Trading Scheme (HRSTS).

Information related to noise monitoring limits and conditions
In accordance with EPL11457, LAeq (15 minute) is the value of LAeq (15 minute) which shall not be exceeded for more than 10% of the monitoring periods detailed in the noise monitoring program for independent noise investigations and includes the full range of weather conditions occur.
Day refers to 7am to 6pm, evening 6pm to 10pm and night 10pm to 7am.
Attended monitoring is undertaken during Day Evening and Night one monitoring event a year, and only conducted at night for the other months. This is because atmospheric conditions enhance noise propagation most during this time period (offsite levels are likely to be highest then) and the same or lower criterion applies as for other times. Consequently, night period monitoring enables measurement of noise during worst case conditions that are most likely to contribute to a regulatory exceedance.
Real-time noise monitoring (not required under the EPL) is used to manage and assess noise 24 hours per day.

The 100 percentile limit is defined as an absolute measured limit which must be met all times.
The 95 percentile limit means that monitoring results must not exceed the specified limit for 95% of the reporting period.
The reporting period is defined as the period of 12 months after the issue of the licence, and each subsequent period of 12 months. The reporting period for EPL 11457 is currently 31 August 2018 to 30 August 2019.
The airblast overpressure level from blasting operations in or on the premises must not exceed:
a) 115 dB (Lin Peak) for more than 5% of the total number of blast during each reporting period (Table 2);
b) 120 dB (Lin Peak) at any time.

Information related to blasting limits and conditions
The 100 percentile limit is defined as an absolute measured limit which must be met all times.
The 95 percentile limit means that monitoring results must not exceed the specified limit for 95% of the reporting period.
The reporting period is defined as the period of 12 months after the issue of the licence, and each subsequent period of 12 months. The reporting period for EPL 11457 is currently 31 August 2018 to 30 August 2019.
The ground vibration peak particle velocity from blasting operations carried out in or on the premises must not exceed:
a) 5 mm/s for more than 5% of the total number of blasts carried out on the premises during each reporting period (Table 2);
b) 10 mm/s at any time.
