Coal India Limited (CIL), the Coal Mining Maharatna PSU signed a Memorandum of Understanding (MoU) with its Administrative Ministry - Ministry of Coal - for its key performance areas for the fiscal 2014-15. Shri S K Srivastava, Secretary to Government of India, Ministry of Coal and Shri S Narsing Rao, Chairman, CIL signed the document in New Delhi on 25th March 2014.

As per the MoU for the fiscal 2014-15, MoC has fixed Coal Production and Off-take targets of 507 Mt and 520 Mt respectively against last year's Coal Production and Off-take targets of 482 Mt 492 Mt respectively. The Off-take in the current fiscal till 24th March 2014 is 460.48 Mt which has increased by about 4.77 Mt over last year same period where as the total increase in coal production in last year is about 8.28 Mt. The projected growth rate for achieving Coal Production and Off-take for 2014-15 are about 9.7.% & 10.4.% against anticipated achievement of production & off-take of 13-14 respectively. In 2012-13 CIL performance was rated as 'Excellent'.

Under the present MoU 2014-15 Project Management & Implementation, Technology, Quality and Customer Satisfaction, Initiatives of Growth have been identified as major thrust areas. To attain the targeted Off-take for 'Excellent' rating, CIL has projected requirement of about 221 railway rakes per day on an annual average basis for 2014-15 as against the average availability of about 184 and 190 rakes/day in 2012-13 and 2013-14 respectively. Average growth in rake movement has been around 4. % during the last four years. In the present MoU, a growth of more than 16 % has been envisaged for rail movement for achieving ''excellent' target.
The component of performance evaluation mainly consists of Financial & Non-financial parameters which carry equal weightage of 50% each. The key parameters are Sales Turn Over, Gross Operating Margin Rate, related financial ratios, CSR & Sustainability, R & D, Initiatives of Growth, Project Management & Implementation, HRD, Technology, Quality , Customer Satisfaction, Coal Production, Off-take, Productivity & Safety etc.

The MoU formulated on the Guidelines laid down by DPE is a negotiated agreement and contract between Government & the Management of CPSE to evaluate the performance of CPSE at the end of the year vis-à-vis the targets fixed in the beginning of the year.
