Downer EDI Limited (Downer) announced that the Djilang Alliance had been awarded a contract by Rail Projects Victoria to deliver the South Geelong to Waurn Ponds Duplication project as part of the Regional Rail Revival program. The Djilang Alliance is a joint venture between Downer, McConnell Dowell, Arup and WSP. The alliance contract will generate revenue to Downer of approximately $270 million.

Under the contract, Djilang Alliance will duplicate approximately eight kilometres of track, build elevated rail bridges to replace level crossings at Fyans Street and the Surf Coast Highway, and undertake signalling upgrades. The project also includes new station buildings at Marshall and South Geelong with landscaped forecourts, second platforms and accessible pedestrian overpasses. The South Geelong to Waurn Ponds Duplication project extends Downer's involvement in the Regional Rail Revival program, which is upgrading every regional passenger rail line in Victoria.

In May 2022, Downer commissioned the Waurn Ponds Station upgrade, which included a new second platform, duplicated track, pedestrian overpass and additional car parking. Downer is also continuing work on stage 1 of the Warrnambool Line Upgrade project and the new stabling and maintenance facility at Waurn Ponds.
