Type: provision of non-revolving line of credit.

Subject: Creditor (Credit Bank of Moscow) undertakes to provide Borrower (Gazpromneft Bitumen Materials) with Loans (separate tranches in Russian rubles) within term of Agreement.

1. Contents of transaction, including civil rights and obligations being determined, modified or terminated by means of transaction: Creditor (Credit Bank of Moscow) shall provide
   Borrower (Gazpromneft Bitumen Materials) with Loans (separate tranches in Russian rubles) within Disbursement Limit (RUB 5,000,000,000.00 (five billion)), and Borrower undertakes to repay to Creditor principal amount of Loans received and to pay interest thereon until December 31, 2024, whereas amount of interest shall not exceed RUB 553,000,000.00 (five hundred and fifty-three million).
