This Certificate of Author has been prepared to meet the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects, Part 8.1.

2. Title and Date of Technical Report:
   Platreef 2022 Feasibility Study with an effective date of 28 February 2022 (the "Technical Report")
3. Qualifications:
   I am a registered Professional Engineer (No 20040372) and a fellow of FSAIMM (55634) in South Africa. I am a graduate of the University of Witwatersrand, with a BSc in Mining Engineering (1990) and MSc in Engineering (1994). I have practiced my profession continuously since 1991 and I have more than 30 years' experience in mining and rock engineering. I have been involved in geotechnical investigations, mining method selection, geotechnical underground mine design for mining projects and operating mines in Africa, Australasia, Asia, Europe, North America and South America. I have direct operational experience in underground mines in South Africa. As a result of my experience and qualifications, I am a Qualified Person as defined in National Instrument 43-101.
4. Site Inspection:
   I visited the property during 2011, 23-24 May 2013, 21-22 January 2015 and 9 June 2015 to inspect drill core and to plan the geotechnical investigations and again on 28 September 2016 to inspect the sinking shaft.
5. Responsibilities:
   I am responsible for Sections 1.12; 2; 3; 10.10.3, 16.1; and 27.
6. Independence:
   I am independent of Ivanhoe Mines Ltd. in accordance with the application of Section 1.5 of National Instrument 43-101.
7. Prior Involvement:
   I have been working on various aspects of the studies of the project since 2008.
8. Compliance with NI 43-101:
   I have read National Instrument 43-101 and Form 43-101FI and the Technical Report has been prepared in compliance with same.
9. Disclosure:
   As of 28 February 2022 , to the best of my knowledge, information and belief, the sections of the Technical Report for which I am responsible contain all scientific and technical information that is required to be disclosed to make the Technical Report not misleading.
