Jordan Phosphate Mines Co. PLC. (JPMC) is completing the construction of a New Rock Phosphate Terminal in the South Zone of Aqaba's Port Complex, Aqaba, Jordan. The capacity of the new terminal will be 4 million tonnes per year.
JPMC has appointed Royal Haskoning as their Consulting Engineers and their advisors for this Work and now wishes to prepare tender lists with the intention of inviting tenders for the operation and maintenance (O&M) of the facility.
O&M Contractors and/or Joint Ventures, who can demonstrate proven ability, are invited to apply to pre-qualify for inclusion in the selected tender short list for the contract. The works will be let as one single package for a period of three to five years, covering all aspects of the operation and maintenance of the New Rock Phosphate Terminal.
The New Rock Phosphate Terminal comprises the following main elements:
  •   Truck unloading and handling facilities (2 entry truck weighbridges; truck routing system; 12 unloading bays; dump pit outtake system; 3 parallel conveyor routes; 3 automated sampling units; 3 magnetic separators; 2 exit truck weighbridges)
  •   Storage facilities (3 bulk flat stores; shuttle belt conveyors; outtake hoppers; 4 tunnels with outtake belt conveyors; 8 belt weighers; 2 collecting outtake belt conveyors)
  •   Pipe conveyors (2 parallel pipe conveyors; loading system; 2 metal separators; 2 onshore surge bins)
  •   Marine terminal facilities (jetty and approach trestle for vessels up to max. 100,000 DWT; 2 parallel belt conveyors along the approach trestle; 2 belt weighers, 2 automated sampling units; jetty conveyor gallery housing 2 belt conveyors with traveling belt trippers; 2 traveling linear ship loaders with telescopic boom).
The O&M contract will include clear key performance indicators and payment will be linked to compliance with these. There is to be a policy of continuous improvement with a view to sharing the commercial benefits. The environmental and health & safety aspects of the contract form an important factor, as well as the implementation of integrated computerized maintenance systems. Applicants will have to demonstrate competence in these fields with respect to marine (dry) bulk terminals in order to proceed to the next stage.
The latest date for submission of the Expression of Interest / Pre-qualification documents will be 10th October 2012. Submissions shall be in English and may be wholly or partially in electronic format (on CD, and by e-mail). In addition a copy of all documents should be submitted on CD to facilitate internal distribution. No standard format for the submissions is available but applicants are particularly requested to take note of the text in this advertisement and respond accordingly. Responses should not exceed 20 pages at A4 size, including any attachments.
Documents which are received late may be rejected and returned unopened.
