A Demonstration Project of the Advanced Signal Control System Begins in Moscow

- Aiming to Verify City Traffic Congestion Reduction -


Kyosan Electric Mfg. Co., Ltd. (Kyosan) will work with Nomura Research Institute, Ltd. (NRI) to conduct a demonstration of the advanced signal control system in Moscow. The work will last approximately one year from 2016. Having completed the first phase of the program - which began in June 2014 and involved selecting the implementation site, performing an initial evaluation of equipment, and other tasks - the next step will be to validate that the effect of the autonomous

decentralized control system (ARTEMIS*) developed by Kyosan will have on traffic congestion

reduction.


Moscow has struggled with chronic traffic congestion, and the city officials have been attempting to renovate the traffic infrastructure through a variety of means including performing a large scale update of the traffic signal system. In response, the New Energy and Industrial Technology Development Organization (NEDO) and Moscow Government Center of Traffic Regulation (GKU TsODD) agreed to verify the advanced signal control system in order to reduce traffic congestion, and signed a Memorandum of Understanding (MOU) on December 21, 2015. Kyosan and NRI have been selected for this project. The Kyosan ARTEMIS system (which has demonstrated results in traffic congestion reduction in Japan) will be used to validate the effect of traffic congestion reduction in Moscow.


Based on the results of this demonstration project, Kyosan plans to expand the use of ARTEMIS in and around Moscow. This demonstration project site will also be used as a "showcase" for all of Russia and the Commonwealth of Independent States. Kyosan intends to position ARTEMIS as an innovative solution to address traffic problems in countries all over the world.

ARTEMIS exchanges traffic and signal control information between signal control equipment in real time. It uses this information to predict the amount of traffic flowing into an intersection, and optimizes traffic demand in order to minimize the time spent waiting for traffic signals to change. This minimizes time spent waiting for traffic signals at each intersection, and reduces congestion throughout the entire implementation area. In addition to bringing economic benefits, the system helps to reduce energy consumption and greenhouse gas emissions.
