Level of access needed to create a disclaimer

On the new Pages experience, you'll need to have Facebook access. Facebook access comes in 2 forms: full control and partial control. Either one is enough to set up disclaimers for your Page. Here is how someone who currently has Facebook access on your Page can grant it to others:
