  On February 16 and 17, Chen Jianguang, Deputy General Manager and Member of the Party Leadership Group of China Minmetals, Chairman of MCC and China MCC, and Secretary of the CPC Committee of MCC, investigated and directed work at 3MCC. On the morning of February 17, Chen Jianguang convened a leadership symposium, listened to the work reports of 3MCC, and put forward requirements for the enterprise's work in the next stage. After the symposium, he had a cordial talk with the members of the leadership team of 3MCC. He also held a symposium with the young officials of 3MCC, listened to their growth and work experience, and discussed with them the future development of 3MCC.

  At the leadership symposium, Chen Jianguang recognized 3MCC's important contributions to China's metallurgical industry as well as its profound cultural background and outstanding historical inheritance. The enterprise is faced with tremendous difficulties and challenges in the process of reform and development. In the next step, 3MCC should face up to its gap with its sister enterprises, focus on solving the problems that restrict its development, develop plans, refine objectives and undertake responsibilities around the task of shaking off poverty and overcoming difficulties, and make concerted efforts to keep pace with MCC.

  Regarding 3MCC's reform and development in the next step, Chen Jianguang put forward three requirements. First, it should emancipate its mind and enhance its confidence. To emancipate the mind, 3MCC should first face up to history and difficulties. The key is to think outside the box, get rid of conventional routines and paths, and make achievements in the process of comparing, catching up, and pressing ahead. The current status of 3MCC is not only a result of the geographic restrictions; there are also subjective reasons of the official team. To change this status, 3MCC should plot a way out by opening new markets, developing a sound layout, and focusing on key areas. First, it should develop a scientific market layout. According to the "1 + 3 + 3" marketing strategy, 3MCC should venture into developed regions with large market capacities, especially the five city clusters, to attract high-end talent and expand the markets, and MCC will provide full support in this regard. Second, it should explore the regional market. It should take root in the market and enhance branding on the level of system construction and project life-cycle management, and promote the localized development of the regional market. Third, it should supervise the market entrance, undertake projects with high standards, reject the projects lacking advance funds or with poor payment conditions, and develop the minimum requirements for marketing, so as to improve the quality of contracts and boost confidence in development. Fourth, it should select and assign a group of enterprising and competent young officials to the new markets, provide them with preferential treatment, and focus on solving their worries.

  Second, it should solve its problems by development. Development is the basis and key to solving problems. 3MCC should stick to development as the primary task and solve major problems in development. In terms of basic management, 3MCC should strengthen site management in housing and infrastructure, constantly acquire advanced management theories and methods, reduce the dispersion of project management, and shore up the weak areas of site management. In addition, it should engage in market management as described by law, and make a coordinated and long-term plan to gradually reduce dependence on cooperative management.

  Third, it should focus on the role of leadership. As the saying goes, human effort is the decisive factor. Any good plans and strategies are ultimately implemented by people. 3MCC should strengthen the construction of the leadership team, promote the official team to be younger, structurize the leadership team, enhance the professionalism of talent, and cultivate inter-disciplinary leaders and officials, thus vigorously enhancing the creativity and competence of talented officials. Moreover, it should strengthen the construction of professional and technical teams and the team of reserve officials, and provide fair and just development space and promotion channels for all employees, so that everyone will have the opportunity to make achievements.

  After the symposium, Chen Jianguang had a cordial talk with the members of the leadership team of 3MCC and discussed with them the future development of 3MCC.

  On the afternoon of February 16, Chen Jianguang held a symposium with the representatives of young officials of 3MCC. They had an in-depth exchange on the enterprise's future development and the growth and success of young people, and Chen Jianguang proposed that one should not be nostalgic for the things that have passed, or think over about the current situation, or deliberately cater to the unpredictable future that cannot be predicted. "Do not be nostalgic for the things that have passed" means we should not be obsessed with the problems in the past, but should focus on the current problems and be united for the future. "Do not think over about the current situation" means we should focus on the present, stick to our goals, and press ahead. Specifically, we should implement the spirit of the annual working conferences of China Minmetals, MCC, and 3MCC, and carry out the "Five Action Plans", the "Five Types of China Minmetals", and the decomposed tasks of the MCC working conference in 3MCC. "Do not deliberately cater to the unpredictable future that cannot be predicted" means we should take a scientific approach to the future and avoid designing the future excessively. The development of an individual is not designed but depends on his performance. Employees should fully trust their organization and enterprise, and try to prove their value by their performance in their posts. In view of the current situation of 3MCC, Chen Jianguang encouraged the young employees and put forward his expectations. First, they should be confident. They should have confidence in the current times and China's macroeconomy, as well as in the construction industry, the future development of MCC and 3MCC, and more importantly, their own development. Second, they should be responsible. Young officials are the hope of 3MCC's development. They should shoulder their responsibilities, make strategic planning, implement "one position with two responsibilities" in Party building, and be committed to improving the brand image, maintaining the market, and delivering satisfactory performance. They should be responsible to the organization and the employees. Third, they should be enterprising. While doing their own job, they should constantly improve their personal accomplishment, seek alignment with advanced sister enterprises and advanced enterprises in the industry in their daily work, and constantly push and excel themselves. Chen Jianguang concluded that with these traits, employees of 3MCC will not only achieve personal growth but make contributions to the bright prospect of the enterprise.
