  Everything takes on a completely new look at the beginning of the new year. On the morning of February 8, MCC held the first enlarged meeting of its leadership after the Spring Festival to discuss and deploy the key work of reform and development in 2022. Chen Jianguang, Vice General Manager and Member of the Party Leadership Group, Chairman of MCC and China MCC, Secretary of the Party Committee of MCC, attended the meeting and made a speech. Zhang Mengxing, Deputy Secretary of the Party Committee of MCC, Secretary of the Party Committee and President of China MCC, presided over the meeting and made specific requirements.

  Chen Jianguang put forward three clear requirements of "focusing on implementation, work style and learning". First, we must focus on implementation. First, what to be implemented. We should adhere to the spirit of General Secretary Xi Jinping's important speeches and instructions, follow the major decisions and plans of the CPC Central Committee, and meet the requirements of the annual work conference of China Minmetals and MCC. We should also make great efforts to implement the Five Action Plans and achieve Five Types of China Minmetals in MCC according to the schedule and requirements and make due contributions to China Minmetals. Second, how to implement. We need to strengthen the system construction, especially the development of institutions, organizations and platforms, to ensure that all business systems are well connected and effectively implemented; to focus on key tasks, especially the main contradiction and the main aspects of the contradiction, and learn from both positive and negative outcomes; to carry out rigid management with strict measures and strict accountability system, with leading cadres taking the lead; to strengthen the incentive mechanism, with a close combination of positive incentives, material incentives and spiritual encouragement. Third, assessment of implementation. It is necessary to strengthen the performance assessment and establish a scientific and reasonable assessment system by simplifying and quantifying the assessment indicators, so as to be fair, just and objective. The evaluation of the contributions made by employees of different departments and posts should be scientific and performance-oriented, so as to fully mobilize their enthusiasm, initiative and creativity.

  Second, we must focus on the work style. First, improve work efficiency. We should communicate with our superiors in time to provide reference solutions for the leadership decision-making and respond to subordinates' demands in a quick and patient manner. In addition, efforts should be made to improve unreasonable workflow and reduce unnecessary links. Second, strengthen solidarity and coordination. We should respect, trust, support and understand each other. Moreover, we should be united in thought, in action and in work, and contribute our wisdom and strength to build a "Better MCC". Third, pay attention to the grassroots level. It is necessary to balance the relationship between "organs" and "grassroots". We should keep close contact with grassroots people to understand their thoughts, needs and expectations in the first time, respond to their demands quickly, further establish the authority of the headquarters, and promote the deep integration and efficient linkage between "organs" and "grassroots". Fourth, be realistic and pragmatic. In order to ensure the stable and high-quality development of the enterprise, we should implement the responsibility system of "one post and two responsibilities", maintain a clean and upright work style, strive to create a positive, vigorous and competent authoritative headquarters, and establish the consciousness of "leading, serving and supervising".

  Third, we must focus on learning. First, strengthen political learning. In order to further improve our political judgment, political understanding and political competence, we should have a deeper understanding of the decisive significance of the establishment of Comrade Xi Jinping's core position on the CPC Central Committee and in the Party as a whole and the establishment of the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; strengthen our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics; and resolutely uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee's authority and its centralized, unified leadership. Second, strengthen business learning. It is necessary for us to step up study and research on new forms of business, industries and models, enhance our capacity to adapt to the new requirements of the new era, learn as we go along, and strive to find new poles and areas of growth for economic development. Third, strengthen the benchmarking learning. We should carry out internal benchmarking learning, and give full play to the exemplary role of leading enterprises through on-site visits, discussion and exchange; deepen exchanges and mutual learning with other enterprises and work hard to further improve our management against world-class level; carry out investigation and research at the grassroots level and learn from front-line employees to improve our skills, understand the situation and solve problems; and learn from the outstanding people around with a spirit of never too old to learn and build a headquarters with a strong atmosphere of learning and practice.

  Zhang Mengxing asked all cadres and workers to unite as one and put themselves into work as soon as possible according to the division of responsibilities. First, we need to align our minds and action with the work plan for 2022. First, back to zero. We will start from the present and look to the future and make further progress. Second, back to work. We should keep discipline and work in mind and immediately put ourselves into a state of intense work. Third, race against time. We must seize opportunities with a high sense of responsibility and a sense of urgency, and ensure that our tasks and responsibilities are fully implemented. Second, we need to make solid progress in carrying out all tasks in a holistic and orderly manner. First, highlight key points. With the Five Action Plans and Five Types of China Minmetals as the center, we must do our best in the six key tasks of "stabilizing growth, controlling risks, promoting reform, improving management, seeking innovation, and strengthening Party construction". Second, be innovative. We should have the courage to explore and innovate, and try to think more and plan further, so as to form a working situation of "making progress and striving for first-class". Third, be united and cooperative. We should do and say what is conducive to unity and be honest, united, sincere and inclusive to foster a good working atmosphere of complementing and helping each other. Third, we need to be as brave and resolute as members of China's national women's football team and never give up. First, work hard. Adhering to the enterprise spirit of "waste no day and never stop progressing", we must forge ahead with great perseverance and try every means to realize our goals. Second, be innovative. We should deal with various difficulties encountered in our work with flexible and innovative ideas. Third, be responsible. We must always implement the principle of "being strict and serious" in all aspects of our work and be responsible for our work with strict standards. Fourth, be persevering. No matter what difficulties and problems we encounter, we will never give up on achieving our goals.
