The MTR Corporation announced that Mr. Carl Devlin will be appointed Capital Works Director and a Member of the Executive Directorate, with effect from 1 August 2022, following the retirement of Mr. Roger Bayliss, Capital Works Director, from the Corporation on 31 July 2022. Mr. Carl Devlin is currently Deputy Director - Capital Works of the Corporation. Mr. Devlin is a Chartered Member of Engineers Ireland, with a Bachelor of Engineering degree in Civil Engineering from University College Cork in Ireland.

He has extensive experience across a range of large-scale, complex and multi-disciplinary projects in different sectors including transport, rail and civil infrastructure, aviation, energy oil and gas. He has a strong project management background with business leadership experience and has worked successfully with international companies in the United Kingdom, New Zealand, Australia, United States of America, Canada and Japan. Before joining the Corporation in 2021, Mr. Devlin was the General Manager, Rail & Mass Transit of Waka Kotahi New Zealand Transport Agency.

Prior to that from 2015 to 2018, he was the Executive Director of Construction for Horizon Nuclear Power in the United Kingdom, and Programme Director for Transport for London, United Kingdom from 2013 to 2015. Mr. Bayliss worked for the Corporation initially from 1992 to 2004 and re-joined as Projects Director in 2019. He was appointed Capital Works Director in 2021 to lead the Capital Works Business Unit ("CWBU").

Since re-joining the Corporation, Mr. Bayliss has led the transformation of the Corporation's approach to capital works, establishing new ways of working, and cultivating a quality mindset and an environment of continuous improvement. Under his leadership, the last three years have also seen the successful opening of the Tuen Ma Line and the East Rail Line Cross-Harbour Extension. The Railway Development Strategy 2014 projects on Lantau and in the Northern New Territories have also been established, with design and procurement activities progressing, adopting the aforementioned new ways of working.
