PARIS, Nov 23 (Reuters) - Telecoms company Orange Belgium said it was in talks to buy a majority stake in Belgian telecoms operator VOO SA, in a possible deal valuing the whole of VOO at 1.8 billion euros ($2 billion) on an enterprise value basis.

Orange Belgium said it was in exclusive talks with the company Nethys over buying around 75 percent of the capital of VOO SA, which owns the cable network in Belgium's French speaking Wallonia region and part of the Brussels area.

Orange Belgium added it would finance the deal by increasing its debt, with the support of French parent company Orange SA .
