Petronas Gas Berhad : ANNOUNCEMENT ON THE PUBLICATION OF “PETRONAS GAS BERHAD’S NETWORK CODE FOR PENINSULAR GAS UTILISATION TRANSMISSION SYSTEM“ IN RESPECT OF PGB’s GAS TRANSPORTATION SYSTEM FOR THE THIRD PARTY ACCESS

PETRONAS Gas Berhad ("PGB") is pleased to announce that it has established a code of conduct which defines a standard of behavior and disclosure in respect of the provision of Third Party Access ("TPA") to Gas Transportation System operated by PGB in Peninsular Malaysia. The code of conduct is called "PETRONAS Gas Berhad Network Code for Peninsular Gas Utilisation Transmission System" or "PGB Network Code".

PGB Network Code is designed to provide a framework and a clear third party access regime through wide, transparent and uniformed principles to allow entities to gain access to Gas Transportation System. It is also established with the following objectives:

(a) to promote the development of a competitive gas market by establishing uniformed principles for owner and users of Gas Transportation System;

(b) to provide services through capacity reservation and promote security of supply and safety in the gas industry;

(c) to ensure transparency, fair and equitable practices in all transactions within Gas Transportation System.

The TPA is a pro-active measure by PGB in anticipation of the gas market liberalization initiatives by the Malaysian Government and in aligning with the efforts of attaining gas supply security for Malaysia.

With TPA in place, PGB is ready to provide gas transportation services to new players, hence the requirement of PGB Network Code is critical to ensure the safety and integrity of the pipeline.

Any party who wishes to subscribe or to use PGB's Gas Transportation System will have to enter into a Gas Transportation Agreement ("GTA") with PGB. The GTA essentially provides for the commercial and operational requirement of the Gas Transportation System as well as the roles and responsibilities of the shipper and transporter.
