Phillips 66 : Shuts Louisiana Refinery Ahead of Storm

By Dan Molinski

Phillips 66 said it was temporarily shutting down its Alliance refinery near New Orleans as a safety precaution due to Tropical Storm Sally, which is expected to strengthen to a hurricane and make landfall Tuesday morning along the Louisiana coast.

"Phillips 66 Alliance Refinery has begun a safe and orderly shutdown of the facility," the company said in a statement Sunday night. "Current priorities include safety and environmental compliance, as the refinery positions itself for a successful restart once the storm passes."

The 250,000-barrel-a-day Alliance refinery is located on the Mississippi River in Belle Chasse, La., 25 miles south of New Orleans.

The decision to shutdown the Alliance refinery comes a couple weeks after Phillips had to also shut down another of its Louisiana refineries, the 260,000-barrel-a-day Lake Charles plant, due to Hurricane Laura.

That Lake Charles facility sustained damages from Laura despite the shutdown, and remains closed as repairs are being made, the company said last week.
