Monaghan, a Fayetteville native and lifelong North Carolinian, received the award on October 1 at a celebration in Raleigh. The award certificate signed by Gov. Pat McCrory was presented by Monaghan's longtime friend, North Carolina State Sen. Brent Jackson.
