Sber has made it possible for outlets participating in programs providing concessionary rehabilitation equipment in accordance with Federal Law No. 491-FZ "On the purchase of certain types of goods, works, and services using an electronic certificate" to accept electronic certificates.

Electronic certificates are a new way for citizens with disabilities to purchase technical rehabilitation equipment. The certificate is a record in electronic form in the specialized State Information System that contains information on the rights of citizens of the Russian Federation to independently purchase certain types of goods, work, and services at the expense of the corresponding budget of the budgetary system of the Russian Federation and is used to confirm payment for such goods, work, and services in accordance with legislation. These records are linked to a bank card number under the Mir payment system. The money is not transferred to the card - it is reserved in the Federal Treasury until the purchase is made. To receive a certificate, citizen need to apply on the Gosuslugi portal and have a valid Mir card from any bank.

The first organization to join the service is NIKAMED Group, the exclusive distributor of medical orthopedic products in Russia, which plans to roll out the technology in over 220 retail outlets across Russia in the first ten days of March 2022.

To activate the service, retail outlets will need to do the following, in addition to concluding an agreement with an acquiring bank that supports the e-certificate technology:

  1. Request to connect to the system on the Gosuslugi portal.
  2. Set up a cash register program that accepts certificates for payment.
  3. Have goods that can be paid for with e-certificates. In accordance with 491-FZ, citizens are now able to purchase a wide range of rehabilitation equipment using e-certificates, including: wheelchairs for people with limited mobility, canes for the blind, hearing aids, and other goods in this category. There are plans to gradually expand the list of goods and services available through this technology.

The customer can choose the best assistive technology for them and, if necessary, pay the remaining amount themselves. The introduction of e-certificates will also benefit the sales outlets themselves, as it will boost sales. We are pleased to participate in this innovative and socially important project that will help people with disabilities in need of rehabilitation."
