In order that PTT Public Company Limited (" PTT" ) has assigned Thailand Securities Depository Co. , Ltd. (TSD) to deliver the documents regarding the notification of the rights and the details for subscription of the initial public offering ( IPO) of the newly issued ordinary shares of PTT Oil and Retail Business Public Company Limited ("OR") at the allocated portion of their pre-emptive rights, which are offered to the Eligible Shareholders of PTT, and related documents to every Eligible Shareholders of PTT on 19 January 2021.

Since OR reserves the right that OR shall not offer and allocate its newly issued ordinary shares to any persons or subscribers in the event that ( a) such offering or allocation would or may cause OR to have any obligations under foreign laws, besides any action in accordance with the Thai laws or regulations relating to the issuance and offering of securities; or (b) where such offering or allocation would not comply with the rules, procedures or conditions prescribed in such offering or allocation. PTT has received additional queries from certain custodians with respect to the event that a nominee, custodian, depository, broker, and a person who holds ordinary shares of PTT on behalf of other persons or clients, receiving such documents, PTT would like you to proceed as follows:

1. According to the aforementioned restrictions on the offering and allocation of OR' s shares to PTT' s shareholders, please do notforward, disclose, or act in any manner which may cause the certificate of subscription entitlement of OR and other relevant documents resulting in such certificate of subscription entitlement of OR and other relevant documents are in possession of your client or other person who resides outside Thailand;

2. If you receive any subscription form or order regarding the subscription of OR's newly-issued ordinary shares from an account owner or client who resides outsideThailand, or the subscription form or the order are sent from the address outside Thailand, you must not follow such order.

Attn: Nominees, Custodians, Depositories, Brokers, and any persons who hold ordinary shares of PTT Public Company Limited ("PTT") on behalf of other persons

PTT Oil and Retail Business Public Company Limited ( " OR" ) plans to offer a portion of its newly- issued ordinary shares in its Initial Public Offering ( " IPO" ) exclusively to the eligible group of existing shareholders of PTT (the "Pre-emptiveRights") whereby OR's application for its IPO has been approved by the Office of the Securities and Exchange Commission (the "SEC") on 16 September 2020 and the registration statement and prospectus of OR are expected to become effective on 11 January 2021. In this regard, the Thailand Securities Depository Co., Ltd. will deliver Certificate of Subscription entitlement of OR and other relevant documents to the eligible group of existing shareholders of PTT whose names appear on PTT' s share register book as of 5 January 2021 ( the " Record Date" ) , which is the date used to determine the shareholders of PTT who are entitled to subscribe for OR' s IPO shares pursuant to the Pre-emptive Rights.

OR's newly-issued ordinary shares have not been and will not be registered under the United States Securities Act of 1933, as amended ( the " U. S. Securities Act" ) , or with the securities regulatory authority of any state or other jurisdiction ( other than Thailand) , and may not be offered, sold, pledged or otherwise transferred in those jurisdictions, except pursuant to an exemption from, or in a transaction not subject to, the registration requirements of the U. S. Securities Act and any other applicable state, local or national securities laws. There shall be no offer, solicitation or sale of any such shares in any jurisdiction in which such offer, solicitation or sale would be unlawful.

PTT would like to inform you that the offering and allocation of OR's newly-issued ordinary shares must be duly in accordance with the terms and conditions in relation to allocation procedures prescribed by OR, and in compliance with Thai and foreign laws, including applicable conventions, regulations, rules and orders. For the purpose not being considered as in violation of the securities laws of other countries, or not burdening OR with duties to perform any additional action other than that would be required under the relevant laws or regulations regarding the issuance and offer for sale of securities under Thai law,, OR reserves the rights as disclosed in OR's securities registration statement which include the OR's discretion to consider not offering or allocating its newly-issued ordinary shares to any person or subscriber in the event that such offering or allocation would or may cause OR to have any obligations under foreign laws, or where such offering or allotment would not comply with the rules, procedures or conditions prescribed in such offering or allocation. OR may change its procedures of offering or allotment, including details of subscription as it deems appropriate under the relevant law.

In this regard, if you (a) receive the Certificate of Subscription and other relevant documents as the eligible shareholder of PTT whose name appeared on the PTT' s share register book as of the Record Date, and ( b) are a nominee, custodian, depository, broker, and a person who holds ordinary shares of PTT on behalf of other person or client, please be informed and proceed as follows:
