The long-term outlook for Quanta's business is positive. However, weather, regulatory, permitting, project timing, execution challenges and other factors have impacted the company's historical results and may impact Quanta's future financial results. More recently, the COVID-19 pandemic has significantly impacted certain of Quanta's operations and various markets where Quanta operates, which has created additional uncertainty. Therefore, Quanta's financial outlook for revenues, margins and earnings reflects management's effort to align these uncertainties with the backlog the company is executing on and the opportunities expected to materialize during the remainder of 2021. The following forward-looking statements are based on current expectations, and actual results may differ materially.

Segment and Other Commentary

Electric Power Infrastructure Solutions Segment: Based upon the Electric Segment's strong first quarter of 2021 and continued confidence in Quanta's ability to execute on the opportunities across the segment, we now expect segment revenues for the full year of 2021 to be between $8.4 and $8.5 billion. We expect segment revenues to grow sequentially into the third quarter, followed by a slight decline in the fourth quarter, with second quarter revenues potentially exceeding revenues for the second quarter of 2020 by over 15%. For the full year of 2021, we expect operating margins for the segment to be between 10.2% and 10.9%, which includes an expected operating income contribution of approximately $29 million, or $0.20 per share, from LUMA Energy, LLC (LUMA), Quanta's joint venture with ATCO that has been selected to operate, maintain and modernize the electric transmission and distribution system in Puerto Rico, and other integral unconsolidated affiliates. LUMA is expected to contribute around $10 million of income during the first half of 2021, with an increased income contribution anticipated in the second half of 2021 as LUMA is scheduled to exit the front-end transition services period for the project. Margins for the segment are expected to increase in the second and third quarters before declining slightly in the fourth quarter. We believe our communications services have the opportunity to generate high single- or double digit operating income margins for the remainder of this year.

Underground Utility and Infrastructure Solutions Segment: Full year 2021 revenues are expected to be between $3.65 and $3.85 billion. Over 90% of our 2021 expected revenues represent base business services. From a seasonality perspective, revenues are expected to increase sequentially into the third quarter, then decline in the fourth quarter as per typical seasonality. Quarterly revenues for the second through the fourth quarters of 2021 are expected to be higher on a quarter-over-quarterbasis as compared to 2020, with double-digitgrowth expected in each quarter. We anticipate segment margins for 2021 to be between 5.5% and 6.0%, led primarily by continued solid execution in our gas utility operations for local distribution customers. We expect operating margins to improve into the second and third quarters, with a seasonal decline in the fourth quarter.
