Updated statement on security breach at Bishan Depot

1. Following the May 2010 graffiti incident, and in line with recommendations by the Public Transport Security Committee (PTSC), SMRT completed all immediate security measures to better secure our depots by Aug 2010. These were installations of concertina wires on all perimeters of train depots, and welded grills to cover all drains and other gaps in our perimeters; the erection of additional guard posts; and the intensification of all lighting. Patrols to physically inspect all perimeters in our depots were immediately doubled in frequency.

2. Further, in Oct 2010, to reduce reliance on manned patrols, and to have 24/7 automated monitoring, we initiated and agreed with PTSC on a Fence Intrusion Detection System (FIDS) for all our train depots. This system would be complemented by BRC welded fencing, additional CCTVs and lighting along the perimeter fencing. These measures are being implemented progressively.

3. To tighten our security, following 17 Aug’s incident, we have:

a) Directed our appointed security agency to intensify patrols at all our depots

b) Instructed our premise managers to increase their spot checks at the premises, and ensure all security personnel are properly performing their duties

4. Mr Goh Chee Kong, SMRT Corporation’s Senior Vice-President for Communications and Services, said: “We regret that this security lapse has occurred. Preliminary findings point to the likelihood of human failure. We share the public’s concern over the security and safety of our trains. We will intensify supervision to ensure that the patrols are conducted diligently, and expedite the installation of the FIDS.”

5. SMRT will continue to work closely with the Police to apprehend the culprit(s).
