The integrated environmental permit in the electronic format (IEP) was obtained by the Yamashneft Oil and Gas Production Division (NGDU).

The integrated environmental permit contains the entire list of necessary and mandatory requirements in the field of environmental protection for a particular enterprise. As far as the state is concerned, this document is a guarantee that the company will comply with all established environmental protection standards.

TATNEFT is a pioneer in obtaining integrated environmental permits in Russia, the Company has significant experience in this area, and therefore it was included in June 2021 in a pilot project for the implementation and testing of an electronic public service for issuing IEP using the state information system of industry (GIPS). The project is being implemented jointly by the Ministry of Industry and Trade of the Russian Federation and the Federal Service for Supervision of Environmental Management (Rosprirodnadzor).

The rules for reviewing the applications for obtaining IEP from the very beginning provided for the option of sending an application in the electronic form. However, until now, the mechanism of this interaction had not been implemented and the applications for obtaining the IEP were sent on paper or by e-mail.

This procedure for interaction with territorial bodies of Rosprirodnadzor lengthened the time frame for sending materials, did not ensure complete security of storing the documents in cloud services, and also did not allow obtaining the information about the executive authorities, which the application materials had to be sent to, as well as the time frame for sending them.

The application submission for an IEP using GISP completely excludes paper workflow, thereby reducing the cost of preparing, forming and sending a paper set of documents. At the same time, the procedure for transferring the application is transparent at every stage of consideration, which excludes the possibility of the "human factor" interference in the process, and also puts both the applicant, who is a recipient of the public service, as well as federal executive bodies providing the relevant public service in similar starting conditions.

Professionals of TATNEFT made a number of comments and suggestions for improving the system in the course of work within the framework of the pilot project.

Based on the results of the pilot project, a decision will be made regarding the introduction of this public service into commercial operation.
