I am writing to you in my capacity as Attorney-in-fact of Telecom Argentina S.A. ("Telecom Argentina"), in order to inform that today Telecom Argentina has acquired all the shares representing the capital of the company Negocios y Servicios S.A. ("Negocios y Servicios").

Negocios y Servicios is a company incorporated in the Province of Mendoza, which provides internet services in the cities of San Martín, Junín, Rivadavia and Santa Rosa of said province, for which purpose it holds a license granted by the National Communications Entity (ENACOM).
