--The U.S. EV maker is in talks with the government of Valencia's region--where Ford Motor has a plant and Volkswagen's PowerCo is building a battery factory--for an investment that could exceed 3 billion euros ($3.21 billion), Cinco Dias reports.

--Tesla didn't immediately respond to a request for comment, and a spokeswoman for the regional government declined to comment.
