Total Petrochemicals & Refining USA said it began early Monday morning a restart of its refinery in Port Arthur, Texas, after it shut down last week as a safety precaution ahead of Hurricane Laura.

In a filing to the Texas Commission on Environmental Quality, Total said the startup process could take about a week to be complete, and could create excessive emissions during that time as units are turned on and put back online.

The 225,000-barrel-a-day Total Port Arthur refinery is located 95 miles east of Houston and is near to, but not directly in the path of, where Hurricane Laura made landfall last Thursday morning.
