Completed a Demonstration experiment in video communication during

disasters at "YOKOHAMA Hack!" operated by Yokohama City

Promoting rapid and smooth response to emergency measures

V-cube, Inc. (Head office: Minato-ku, Tokyo, President and CEO: Masaya Takada, hereinafter "V- cube") is pleased to announce that it has completed a demonstration experiment on the theme of "Utilization of Video and Other Media for Prompt and Smooth Situation Assessment and Information Management in Disaster Situations" on the "YOKOHAMA Hack!", an open platform that matches the needs of the operations and services by Yokohama City with the digital technologies (seeds) of private companies that can provide solutions to those needs.

"YOKOHAMA Hack!" is an open platform for matching the issues and needs of government operations and services with the digital technology (seeds) of private companies that can solve them as part of the Digital Government initiative. "Hack!" has the origin of the word, which means "to open up" or "to break through" and refers to manipulating systems by making full use of advanced technical capabilities in the field of IT technology.

In recent years, it has come to mean "to dramatically improve the status quo through creativity". "YOKOHAMA Hack!" is a phrase that expresses our desire to break out of the stereotypes and realize new Yokohama and administrative services.

We aim to create new user-oriented administrative services by leveraging not only administrative resources but also the digital technologies possessed by private companies, universities, and organizations to address increasingly diverse and complex administrative and regional issues, and by leveraging Yokohama's urban strengths and the connections with private companies who support Yokohama DX as driving forces.

  • Outline of the Demonstration Experiment
  • Theme: "Utilization of Video and Other Media for Prompt and Smooth Situation Assessment and Information Management in Disaster Situations"
  • Period: From the end of November 2022 to March 23, 2023 (the results will be compiled and evaluated after the demonstration experiment).
  • Details of the demonstration experiment:

The demonstration experiment will examine the effectiveness of disaster response through real-time information sharing and the burden on on-site personnel due to new information collection work by examining means of grasping the on-site situation through video images and constructing a system to effectively display and manage the video images.

  • Issues in gathering information and understanding the situation in the event of a disaster before the demonstration experiment

Until now, Yokohama City has relied mainly on e-mails and phone calls from the field to gather information and assess the situation as part of its disaster countermeasures. However, in a time- sensitive emergency, it was difficult to grasp the situation in real time, and the following issues were encountered.

  • In the event of an emergency, communication between headquarters and the field becomes difficult, and it is difficult to understand each other's situation.
  • It is difficult for headquarters to obtain accurate information from voice information such as radio.
  • Need to improve efficiency of information collection through real-time video and audio sharing.

Therefore, a demonstration test was conducted using V-cube's solution to address the following issues

  • Completely hands-free with voice control
  • Capable of capturing video and still images in up to full HD quality
  • Linkage with V-CUBE Collaboration, the administrator can write and give instructions directly on video as well as still images from the PC or tablet PC screen.

The results of the demonstration experiment confirmed that the number of reporting steps from the field to headquarters was reduced and information was collected efficiently by connecting multiple sites.

The response to emergencies is an area of extremely high urgency and importance, where the accuracy and efficiency of communication are truly required. We will continue to contribute to the resolution of issues in the public domain through the development and provision of emergency and disaster prevention products that incorporate the online communication expertise cultivated by V- cube.
