Hugh Rice Kelly is General Counsel of Texans for Lawsuit Reform, Inc. He is a Member of the Houston Bar Association, the Texas Bar Association and the American Bar Association and is a Fellow of the Houston Bar Foundation and Texas Bar Foundation.
Prior to joining Texans for Lawsuit Reform, Mr. Kelly was Executive Vice President, General Counsel and Secretary of Reliant Energy.
He joined Houston Lighting & Power Co. as Senior Vice President, General Counsel and Secretary in 1984.
He was appointed as an Associate in 1972 at Baker & Botts.
Prior to co-founding Lawsuit Reform in 1994, he was Editor in Chief at the University of Texas.
He served in the US Army.
Mr. Kelly received a degree in 1965 from Rice University.
