Election of Means of Receipt and Language of Corporate Communication

Pursuant to Rules 2.07A (2A) and 2.07B of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited, we are writing to ascertain whether you would agree that Semiconductor Manufacturing International Corporation (''Company'') may send or supply Corporate Communications (as defined below) generally to you by means of the Company's website ("Website Arrangement") and your choice of language of Corporate Communications ("Language Selection"). Even if you had previously received a letter(s) from the Company seeking your election in relation to, among other things, these matters concerning Corporation Communications and have made an election, you are hereby requested to make an election again. PLEASE NOTE THAT

YOUR PREVIOUS ELECTION (IF ANY) WILL BE DISREGARDED. IF WE DO NOT RECEIVE YOUR REPLY TO THIS LETTER IN RELATION TO OR YOUR RESPONSE INDICATING YOUR OBJECTION TO THE WEBSITE ARRANGEMENT BY 3 OCTOBER 2019, YOU WILL BE DEEMED TO HAVE AGREED TO THE WEBSITE ARRANGEMENT.

Corporate Communication means any document to be issued by us for your information or action, including but not limited to (a) the directors' report, its annual accounts together with a copy of the auditors' report and, where applicable, its summary financial report; (b) the interim report and, where applicable, summary interim report; (c) a notice of meeting; (d) a listing document; (e) a circular; and (f) a proxy form.

You may choose any one of the following options in relation to Corporate Communications:

1. To agree to the Website Arrangement (i.e. to read the Corporate Communication published on the Company's website).
2. To receive a printed English version only.
3. To receive a printed Chinese version only.
4. To receive both the printed English and Chinese versions.

In order to save costs and protect the environment, we recommend you to take advantage of agreeing to the Website Arrangement. Even if you agree to the Website Arrangement, you reserve the right at any time to change your choice of means of receipt and language of the Corporate Communications by reasonable notice in writing to the Company's Hong Kong branch share registrar, Computershare Hong Kong Investor Services Limited ("Computershare"), at 17M Floor, Hopewell Centre, 183 Queen's Road East, Wanchai, Hong Kong or to the Company by email at [e-mail]. If, for any reason, you have difficulty in gaining access to any Corporate Communication, please write to Computershare by email or by post. The Corporate Communication in printed form will be sent to you free of charge as soon as possible.

Please mark (√) in the appropriate box on the enclosed reply form ("Reply Form") and sign and return it to the Company's Hong Kong branch share registrar, at 17M Floor, Hopewell Centre, 183 Queen's Road East, Wanchai, Hong Kong, using the mailing label at the bottom of the Reply Form (a stamp is not needed if posted in Hong Kong).

If we do not receive the Reply Form from you in relation to or your response indicating your objection to the Website Arrangement by 3 October 2019 and until you inform the Company or Computershare by giving reasonable notice in writing (as described above), you will be deemed to have agreed to the Website Arrangement.

Please note that both the English and Chinese versions of the Corporate Communication will be available on the Company's website at www.smics.comand the website of The Stock Exchange of Hong Kong Limited.
