Dear Sirs,

1. Tamil Nadu Newsprint and Papers Limited (hereinafter referred to as "TNPL"), owns and operates a 4,00,000 tpa printing and writing paper mill at Kagithapuram (referred as "TNPL-Unit I") and 2,00,000 tpa multilayer paper board mill at Mondipatti (Referred as "TNPL-Unit II") in the State of Tamil Nadu, India.
2. As part of Revamping of Steam and Power System (RSPS#2), TNPL intends to install a new 150 tph Coal handling plant and auxiliaries at TNPL Unit I, Kagithapuram, Karur district.
3. TNPL invites sealed Bids from eligible Bidders for the Design, Engineering, Supply, Packing & Forwarding, Erection, Startup and Commissioning and fulfillment of Performance Guarantees of 150 tph Coal handling plant and auxiliaries at TNPL Unit I, as per the scope of this Bid Document through E-Procurement portal (https://tntenders.gov.in/nicgep/app).
4. The bidding procedure is electronic bid submission through the website (https://tntenders.gov.in/nicgep/app) only. The bidder can logon to this website and view the invitation for Bids and details of Materials / Works for which the bid is invited.
   The Terms and Conditions for E-Tendering, Terms and Conditions for E-Reverse Auction, Process Compliance Statement and Format for Bid Security BG are furnished as Appendix 1, Appendix 2, Appendix 3 & Appendix 4 to Part 2 respectively.
5. Qualification Criteria
6. • The Bidder should be a reputed supplier of Coal Handling systems and should have executed a minimum of two (2) orders for design, engineering, supply, erection and commissioning of Coal handling system with Screens and Crushers of capacity not less than 150 TPH each and order value not less than Rs 400 lakhs each in the past Ten (10) years (Jul 2013 - Jun 2023), which are in successful operation for not less than six (6) months from the commissioning date. The bidder shall submit necessary documents to this effect along with the Technical Bid.
   • The average annual turnover for the bidder for the last five (5) completed financial years shall be not less than Rs.10 Crore. The bidder shall submit necessary documents to this effect along with the Technical Bid".
7. Bid Fee:

A non-refundable fee of Rs. 5,900/- (inclusive of 18% GST) should be remitted by the Bidder Through RTGS / NEFT mode



7. Bid Security:

8. The remittance details of both Bid Fee and Bid Security should also be furnished in the Technical cum Commercial Bid. Further scanned copy of DD /scanned copy of BG /Remittance statement / UTR details should be uploaded in the online procurement portal: https://tntenders.gov.in/nicgep/app.

Bid Fee and Bid Security are not exempted, for any reason whatsoever.

Offers received without Bid Fee and EMD are liable for rejection. TNPL will not entertain any request for adjusting the EMD from the tenderer's due / running bills or from the EMD / Security Deposit of any other tender participated by the tenderer.

10. Bids shall be submitted, based on the guidelines set out in "Instructions to Bidders" enclosed as Part 2 of this Bid Document and shall be in conformity with the "General Terms and Conditions of Contract to be entered into between TNPL and the Successful Bidder" enclosed as Part 3 and Part 3A of this Bid Document and "Scope of Supply and Services" enclosed as Part4 of this Bid Document.

11. A two - stage two-cover (Stage 1 - Technical cover and Stage 2 - Final Technical + Finance cover) e-bidding procedure will be followed as below:

A two stage bidding procedure will be followed in NIC portal.

STAGE 1

(i) Technical proposal shall be submitted by the bidders within the due date. (ii) Technical bids shall be opened on the due date.

(iii) Upon scrutinizing the PQ documents, the bidders shall be qualified / rejected.

(iv) Technical discussions shall be held with qualified bidders and final Scope / Technical Specification / BOQ arrived.

(v) Technical evaluation shall be completed and bidders classified as qualified / rejected.

STAGE 2

(vi) BOQ will be uploaded for the frozen scope and sent to only bidders who got qualified in the 1st stage.

(vii) Final Techno-commercial bid and Price bid BOQ shall be submitted by the qualified bidders within the due date.

(viii) Price bids shall be opened on the due date.

(ix) L1 bidder shall be called for further discussions towards order finalization.

1. The due date for submission of Tender Documents including the Technical cum Commercial Bid along with Bid Fee / Bid Security and the Price bid through E- procurement portal (https://tntenders.gov.in/nicgep/app) is before 3:00 pm on 14th May 2024.
   The Technical cum Commercial Bid will be opened through online portal at 4:00 pm on 15th May 2024.
2. TNPL will not be responsible for any delay in submission of online bid on the due
   date and time (Server time) through E-tendering portal https://tntenders.gov.in/nicgep/app.
