Andrey Likhachev was born on October 13, 1965 in Grozny. He graduated from the Faculty of Applied Mathematics and Control Processes of Saint Petersburg State University. Subsequently, he worked for Electroavtomatika Leningrad Research and Production Association as engineer and mathematician. In 1990, Mr. Likhachev was elected deputy of the Kirovsky District Council of Saint Petersburg; he also chaired the standing entrepreneurship commission. From 1992 through 1995, he headed the Kirovskoye District Agency of the Saint Petersburg City Property Management Committee (CPMC). Later, Mr. Likhachev held the posts of head of the Petrodvortsovy District Administration in Saint Petersburg, First Deputy Chairman and Chairman of the CPMC, member of the Government of Saint Petersburg and Vice-Governor.

Between 1999 and 2006, Andrey Likhachev served as the CEO of OJSC Lenenergo and OJSC TGC-1. Later he held the positions of advisor to the Chairman of the Management Board of OJSC Russian Railways on power industry, Deputy Chairman of the Board of Directors of OJSC Bashkirenergo, Deputy CEO of En+ Group, Chairman of the Board of Directors of JSC EuroSibEnergo and PJSC Irkutskenergo, and CEO of OJSC Moscow United Energy Company (MOEK).
