ST. PETERSBURG, Fla. - Raymond James has added significant capability to its Public Finance practice with the addition of veteran Texas public school professional Dr. Curtis Culwell as senior vice president. Based in Dallas, Culwell will provide his extensive Texas school district expertise to K-12 school districts throughout the state.

According to Thomson Reuters, Raymond James has senior managed 443 Texas K-12 negotiated underwritings aggregating over $14.6 billion since 2011, making Raymond James the leading underwriter of Texas K-12 financings amongst all firms nationwide.

Culwell joins Raymond James from Moak, Casey & Associates, an Austin-based research and planning consultancy focusing on the Texas school finance funding system, as well as the financial operation and management of Texas public schools. Prior to his time with Moak, Casey & Associates, Culwell spent more than 23 years as a Texas public school superintendent serving in the cities of Pittsburg, Lubbock and Garland. He has been appointed to numerous statewide commissions, including the 2010 Select Committee on Public School Weights, Allotments and Adjustments as well as the 2006 Tax Appraisal Committee, and was appointed by the Governor to the State Board of Educator Certification. Additionally, Culwell is a longtime member of the University Interscholastic League Legislative Committee and has twice been elected as president of the Texas School Alliance.
