MTIB Malaysian Timber Industry Board : IMPORT LEGALITY REGULATION UNDER TIMBER LEGALITY ASSURANCE SYSTEM (TLAS)

Please be informed the implementation of timber import legality regulations under Timber Legality Assurance System (TLAS) will be fully enforce starting 1 July 2017. Application of import licences for logs, baulks, sawntimber, plywood, veneered panels and similar laminated wood (Customs Code of 4403, 4407 and 4412) from MTIB shall enclosed with legality document (evidence) from the producing countries.

All importation related such products shall compulsory to submit: (i) CITES Permit / Certificate (if related to CITES scheduled species of timber), and (ii) Copy of the Certificate of Origin, including any one of the legality documents from exporting country as follows:

1) FLEGT licences; or

2) Certificate issued by a recognized timber certification bodies; or

3) Certificate of Voluntary Legality Scheme; or

4) Any legality document issued by recognized Agency / Corporation / Association; or

5) Self-declaration documents by the exporter with endorsement by the authorities of the exporting country; or

6) Copy of the Customs Export Declaration from exporting countries

Terms and conditions of importation are based on existing regulation, and this circular is an additional requirement for import legality.

All importers are required to take note of this regulation. As a pre-emptive measure, all importers of other timber products are also advised to obtain legality evidence from respective producing countries, particularly for products which will undergo further processing, and to be re-exported to the European Union countries.
