Social Protection and Jobs: Improving Lives and Powering Zambia’s Economy into the Future

The Social Protection and Jobs Public Expenditure Review 2021 (SPJ PER) is the product of a unique collaboration between the World Bank's Social Protection and Jobs Global Practice and the United Nations. The SPJ PER aims to analyze the efficiency, effectiveness, and quality of public spending on social protection and jobs, to provide evidence for the Government of Zambia to use in poverty reduction efforts. It covers the three SPJ pillars: Social Assistance, Jobs and Economic Inclusion, and Social Insurance (pensions). The SPJ PER report highlights that the building blocks of an effective SPJ sector exist, and budget commitments have been increasing with a greater focus on pro-poor programming over the last five years. However, the lack of budget execution and programmatic issues poses a major risk to realizing the sector's transformative impacts.

The launch event aims to:

• Draw attention to the findings of the SPJ PER, especially considering the importance of these in the broader context of widespread poverty;
• Discuss expenditure and performance analysis across the three SPJ Pillars i.e., Social Assistance, Jobs and Economic Inclusion and Pensions;
• Bring together relevant stakeholders involved in the financing, design, and implementation of SPJ programs.

The launch event will kick off with an official welcome from Robert S. Chase, World Bank Practice Manager, Social Protection and Jobs. Opening remarks will be provided by Sahr J. Kpundeh, World Bank Zambia Country Manager, and Felix Nkulukusa, the Secretary to Treasury. This will be followed by a short video highlighting key issues and findings from the report, and a moderated panel discussion.

• Sahr J. Kpundeh

  World Bank Zambia Country Manager

  Sahr Kpundeh, the World Bank's country manager for Zambia, previously led regional strategy in the Governance Global Practice as the regional adviser for Governance and Anti-Corruption in the World Bank Africa Region's Core Operational Services Unit, Dr. Kpundeh holds a Ph.D. and master's from Howard University, in African Political Systems, Political Economy, and International Relations.

  Felix Nkulukusa

  Zambia's Secretary to Treasury

  Felix Nkulukusa is Zambia's Secretary to Treasury. He is an accomplished development economist with over 15 years' experience in management and executive roles at the Ministry of Finance in Zambia. He previously served as Permanent Secretary at the Ministry of Finance and before that, as Director of Economic Management. He holds a Master's Degree in Development Economics from Williams College, Massachusetts, USA and a Bachelor's Degree in Economics from the University of Zambia.

  Pamela Chibonga Kabamba

  Permanent Secretary for Ministry of Community Development and Social Services

  Pamela Kabamba is Zambia's Permanent Secretary for Community Development and Social Services. She oversees the implementation of key Social Assistance and, Jobs and Economic Inclusion programs, including the Supporting Women's Livelihood initiative under the Girls Education and Women's Empowerment and Livelihood Project.

  Noala Skinner

  UNICEF Resident Representative to Zambia

  Noala Skinner is the UNICEF Resident Representative to the Republic of Zambia, in Lusaka. She previously led UNICEF's Partnership Office for Relations with the European Union, in Brussels, and served as UNICEF Representative to Rwanda, and Montenegro. She holds a BA in History from the University of Cambridge and a master's degree in Diplomacy and International Relations from Lancaster University.

  Michal Rutkowski

  World Bank Social Protection and Jobs Global Director

  Michal Rutkowski is the Global Director for Social Protection and Jobs - overseeing the World Bank's work in developing systems that protect the poorest and vulnerable from crises and shocks and supporting private sector-led growth. Mr. Rutkowski holds an M.Sc. and Ph.D from Warsaw School of Economics and finished his post-graduate studies at the London School of Economics.

  Steve Beel

  Country Head of FCDO in Zambia

  Steve Beel is Country Head of FCDO in Zambia, having been so since November 2019. He previously led all DFID's economic development work in Zambia. His background mixes working in both private and public sectors and has primarily been in relation to economic development, infrastructure delivery, investment, and finance. Earlier in his career he worked at Ofgem as a Commercial Director and before that at Hutchison Whampoa and PwC.

  Allison Holland

  IMF Mission Chief to Zambia

  Allison Holland is currently the IMF's mission chief in Zambia. She was previously a divisional chief, Middle East and Central Asia Department and the mission chief of Oman. She was also an economist for Bank of England and head of debt and reserve management team at HM Treasury. Allison holds a M.Sc. from the London School of Economics.

  Robert S. Chase

  World Bank Practice Manager, Social Protection and Jobs

  Robert Chase leads the World Bank's Social Protection and Jobs Global Practice in the East Africa Region, where he oversees the work on social safety nets, social insurance, labor market and job creation policies in the region. Rob graduated from Williams College and holds a Ph.D. in Economics from Yale University.
