As part of its plan to renovate the Administrative Cities, the State, in conjunction with the City of Lille and the European Metropolis of Lille (MEL), has appointed Bouygues Btiment Nord-Est and its partners to carry out the project of the new Administrative City. With a total amount of EUR107 million for the group (Bouygues Construction share of EUR99.8 million), this project combines energy performance with environmental and usage quality.

Since the emblematic building of the current Administrative City could not be renovated as an occupied site given the importance of the works, the State wished to move the administrative services to this new Administrative City to improve the conditions of reception of the public and working of the 2,000 agents.

This project, one of the most important tertiary projects in the Lille metropolis, was launched in the form of a global performance market with high expectations in terms of quality of use and energy performance. Allied with the architectural firms Valode & Pistre and Coldefy, the bouygues Btiment Nord-Est teams have proposed an ambitious project perfectly adapted to this district of Lille in full renewal.

The site chosen for its implementation is located on the porte des Postes sector, between the boulevard de Strasbourg and the boulevard peripherique. The 38,400 m-2 of the future City, will be divided into 5 buildings and will bring together on the same place 18 state services today located in several buildings in Lille.

This project is organized as a city at the service of the public and state agents:

A city within the city

The project, inserted at the heart of the existing urban fabric, dialogues closely with the district and opens up to the city. Thanks to its organization, the project offers visual continuity between the city and its periphery. Its varied volumes have been designed to promote the integration of daylight. A nature city In the continuity of the Concorde district, one of the greenest districts of Lille, the future City will integrate harmoniously into the city. With 10,000 m-2 of ground gardens, stepped terraces and hanging gardens, the 5 buildings will be biodiversity refuges. A village city Designed on a scale on a human scale, the new City is similar to a village with an inner street, houses and a signal building with institutional character located on the roundabout of the Porte de Postes. The street, will serve the various services of the State and will be punctuated by cafeterias and shared spaces. The inter-administrative restaurant will be centrally positioned in height, like a village square. An agile city The project aims at an optimal quality of use for the public and future occupants, combining quality of welcome and well-being at work with bright and comfortable spaces, functionality with flexible and modular offices and durability with reversible buildings.

A frugal and temperate city

To meet the energy challenge, the future City wants to be exemplary in terms of sustainable construction.

The architecture is based on a low-tech and bioclimatic design where sustainable materials, sobriety and environmental quality will combine. An approach that promotes energy savings and makes it possible to do without air conditioning, while enjoying a pleasant working environment.

Energy performance, quality of use and biodiversity will be guaranteed by the PassivHaus (passive building), Osmoz and Effinature labels. The project will also reach the E3C1 level and will respect the first level of the Biosourced Building label with the integration of more than 700 tons of wood. The contract for design, construction and maintenance operation was signed on 13 July by the Prefect of Hauts-de-France.

The work will begin at the end of 2021 for delivery at the end of 2023.
