Enel Russia : Konakovskaya GRES of EL5-Energo PJSC is the first power plant to obtain an Integrated Environmental Permit among the First-category facilities in Russia

November 30, 2023 - Konakovskaya GRES branch of EL5-Energo PJSC became the first among 102 First-category energy facilities in the country and the first facility among the enterprises in all industries of Tver region to obtain the Integrated Environmental Permit (the IER).

Under the reform of the environmental legislation in Russia, a new system of the environmental impact rationing based on the best available technologies was introduced. The list of technical indicators of the best available technologies for fuel combustion in large installations for power generation was approved by the Ministry of Natural Resources and Environment of the Russian Federation and enforced on September 1, 2023. Therefore, all First-category facilities had to replace permits for emission, discharge and waste with a single permit document - the IER.

Konakovskaya GRES applied for an IER on the day the new norms came into force and was the first among 102 First-category power facilities in the country to obtain the new document within the established deadline. The application was approved by the Government of Tver Region, Federal Agency for Fishery, Federal Service for Supervision of Natural Resources and the Ministry of Industry and Trade.

The IER is issued for 7 years and is subject to partial or full revision in case of any changes in the technological processes of the main production facilities, replacement of equipment, raw materials, resulting in changes in the established scope or mass of pollutant emissions, pollutant discharges, limits on the disposal of production and consumption waste.
