SberUniversity's Digital Transformation course for Chief Digital Transformation Officers is now complete. It was taken by the officials heading ministries and government agencies in the Republic of Tatarstan, Russia. During the course's final day, its students were addressed by Herman Gref, CEO and Chairman of the Sberbank Executive Board, and Tatarstan President Rustam Minnikhanov.

During the course, its students have designed new services for the regional platform My Subsidies, i.e. a catalog of measures to support citizens and businesses in Tatarstan. Today, the list available to local residents includes 11 types of subsidies from the regional Ministry of Agriculture and Food, the Ministry of Economy, the Agency for Investment Development, and IT Park, with 57 types of subsidies and related services from various departments set to be added to the platform by the end of 2021. My Subsidies has a Sber tech platform at its core, which is a set of comprehensive SAAS solutions to create different types of working applications for millions of users. The platform allows you to create new digital services fast, provides a seamless customer journey, reduces the time before people and organizations can enjoy the offerings, and should save budget in the long run by reusing the components created earlier.

What's important is that a course like this has been taught. Whether we want it or not, but digitization is more than digitizing your processes. It brings radical changes to your control model. We live in unique times. First, there's speed - never before has any transformation been going that fast. Second, there's technology. No one has the power to stop this process, it will be happening regardless of whether we participate in it or not. However, if we do participate in it and lead it, we have more freedom. If you are not part of it, you might lose your competitive edge and face frustration among people, which spells the unattractiveness of your country or region investment-wise.

It is better to be a pioneer on this path, then ample options and opportunities emerge. Seeing how fast Tatarstan moves forward, it might just be the digital transformation leader among Russian regions. The journey only begins, but the odds of success are high, and Tatarstan has everything it needs for success.

The Digital Transformation course for CDTOs was taught at SberUniversity through in-class sessions and self-paced distance learning methods between December 2020 and June 2021. It was taken by 32 heads of government bodies in Tatarstan.

The course identified the prospects for the use of advanced technology (platforms, big data, artificial intelligence), looked into practical instruments for implementing digital projects in line with the digitization strategy, and introduced changes to public services and functions of the region.

Course speakers were top managers from Sber and its ecosystem companies, heads of government bodies, as well as professors from SberUniversity, HSE, the Skolkovo Institute of Science and Technology, the Moscow Institute of Physics and Technology, leaders of tech companies, experts from consulting firms, and Sber's agile coaches.
