LETTER OF INQUIRY

Regarding: Purchase of the research stand for testing the series of types of shut-off and control valves.

I GENERAL PROVISIONS
Under the above project, the Management Board of Zaklady Automatyki "POLNA" Joint-Stock Company hereby invites to submit binding tenders within the meaning of Art. 66 of the Civil Code for the delivery of the research stand for testing shut-off and control valves.
1. The Ordering Party awards of a procurement contract on the basis of the letter of inquiry.
2. The Ordering Party does not allow for submission of variants.
3. The Ordering Party does not provide for reimbursement of the costs of participation in the proceedings.
4. The Ordering party reserves, pending selection of the best tender, on its behalf the right to withdraw from the selection of the most advantageous tender without giving a reason.
5. The Ordering Party stipulates that after selecting the most advantageous tender, it may withdraw from the contract without giving a reason.

II DESCRIPTION OF THE SUBJECT OF THE CONTRACT
The research and acceptance stand for testing shut-off and control valves.
Technical assumptions and scope of work:
1. Assembling and valve size:
• valves (straight-run valves DN 15...600) mounted in a horizontal position with the valve stem
• valves (angle valves DN 15...500), the possibility of mounting in terminals of the stand
• the possibility of rotating along a horizontal axis by about 30° from the vertical direction
• mounting shall provide support for the following sizes and nominal pressures:
o DN 10…100           PN 10…630,
o DN 150…250         PN 10…630,
o DN 300                 PN 10…420,
o DN 350…400         PN 10…260,
o DN 450…500         PN 10…160,
o DN 550…600         PN 10…110.

2. Valve port:
• mounting flange valves made according to PN-EN 1092-1 and PN-EN 1092-2 (PN),
  PN-EN 1759-1 (ANSI) and ANSI / ASME B16.5 and MSS SP44,
• mounting valves with welding ends made according to DIN3239 (PN) and
  ASME 36.10 M (ANSI).

3. Statistic strength test pressure:
• max. 100 bar (water), optional external device to 2000 bar attached

4. Standards of research:
• PN-EN 60534-4 (American equivalent to ANSI/FCI 70-2 2006),
• PN-EN 12266-1
• DIN 3230,
• ANSI/ISA-S75.19-1995.

5. Types of tests, parameters of tests and the medium:
• tests of strength and external tightness in a hydraulic test (water) - max. 1000 bar, an optional external device to 2000 bar attached,
• tests of strength and external tightness in a pneumatic test (air) - max. 30 bar,
• tests of strength and external tightness in a pneumatic test (nitrogen, helium) - max. 200 bar,
• seal tightness test (plug - socket) - for the tightness class according to PN-EN 60534-4 and ANSI/FCI 70-2:2006 (IV; V and VI), as well as PN-EN 12266-1 test P12 (class A…G).
The minimum pump flow during seal tightness tests shall be about 40 [l/min] at the maximum pressure drop of p=110 bar; the water test for the IV tightness class at kv=2500 [m3/h]. In the case of the test using gas, the value shall be established for the IV tightness class at kv=2160 [m3/h] for the assumed pressure drop of p=30 bar, performed using air. The minimum pump flow during seal tightness tests shall be about 105 [Nm3/h]. The maximum pressure drop of the tested medium for tests: p=630 bar (water), the possibility to connect the gas cylinder to p=200 bar.
• system for quick vacuum filling of valves,
• laser counter of air bubbles for the leakage,
• test of strength and tightness of the valve housing according to PN-EN 12266-1 (test: P10 and P11).
• functionality test of the valve according to PN-EN 12266-2 (test: P20 and F20).
• valve switching time test (in the direction of opening or closing the valve for different types of drives, with or without the fittings),
• functional test (diagnostics of work) of the valve along with the selected fittings (determination of the characteristics of overdriving - methodology derived from smart positioners, such as DVC),
• valve overdriving strength test, determination of strength or torque on the spindle: linear and rotary motion,
• product stroke test and pneumatic drive control pressure test,
• compliance with the Machinery Directive 2006/42/EC

6. Information system:
• the stand shall be equipped with both traditional measurement system based on sensors, transmitters and other devices showing the current parameters and with the second system showing the same measurement results. The stand shall be equipped with measuring and control instruments that can be calibrated in the country or within the European Union. The information system must provide full traceability of the tested object, the results of measurements, the description of parameters, the confirmation of the test and identify the operator and the company. Prepare and archive the test certificate,
• the possibility to print the certificate in the following languages: Polish, English, German and Russian,
• adapted to modern systems, including Windows 7,
• easy to read and easy to use.

III CONTRACT TIME
The beneficiary plans to complete the above-mentioned contract to 31.03.2015.

IV INFORMATION ABOUT THE METHOD OF COMMUNICATION BETWEEN THE ORDERING PARTY AND THE CONTRACTING PARTIES, THE SUBMISSION OF STATEMENTS OR DOCUMENTS AND THE INDICATION OF PERSONS AUTHORIZED TO COMMUNICATE WITH THE CONTRACTING PARTIES.

1. Proceedings is conducted in Polish and English.
2. Statements, requests, notices and information shall be provided by the Ordering Party and the Tenders in writing, by fax, by e-mail or by direct delivery.
3. If the Ordering Party or the Tenders provide statements, requests, notices and information by fax, by e-mail or by direct delivery, each Party at the request of the other shall immediately confirm the receipt.

V DESCRIPTION OF THE METHOD OF PREPARATION OF TENDERS

1. The tender must include, among others:
- full name of the Tender,
- address or registered office, phone number and TIN number of the Tender,
- technical information about the product being offered,
- price for all items forming the subject of the inquiry, which must include all costs associated with the processing the contract.
- expiry date of not less than 31.12.2014.
2. The tender must be signed by the person or persons entitled to participate in legal transactions on behalf of the Tender, while the signature must be legible or described by the name stamp.
3. The offer must contain the price (net) expressed in PLN, Euro or US Dollars. In case of placing the offer in Euro or US Dollars, it will be recalculated for comparison purposes according to table A of the average NBP rate of the day of assessment the offers.

VI SUBMISSION DEADLINE 

The tender must be submitted on or before 17.11.2014 to 14.00 o'clock in the registered office of: Zaklady Automatyki "POLNA" Joint-Stock Company, Obozowa Street No. 23, 37-700 Przemysl, in person, by letter or by e-mail to: r.chmura@polna.com.pl
Tenders submitted after the deadline will not be considered.
The Tender may, before the deadline, change or withdraw the tender.
In the course of the examination and evaluation of the tender, the Ordering Party may require the provision of clarifications regarding the content of submitted tender from the Tenders.

VII. TENDER EVALUATION CRITERIA AND PRICE CALCULATION METHOD

In the case of submission of tenders by more than one Tender, the Ordering Party shall evaluate the tenders on the basis of the following evaluation criteria:

VIII. INFORMATION ON THE SELECTION OF THE BEST TENDER

If the company whose tender was selected evades the contract, the Ordering Party may choose the most advantageous tender among others.
