Heijmans and the Province of North Holland have signed a letter of intent for the joint completion of the Wilhelmina Lock in Zaandam (NL). The parties have formulated further agreements about the further planning and implementation of the project. The expectation is that work on the lock will resume in February 2019. The project is scheduled to be completed by the end of 2020.

A difference of opinion about the technical implementation and planning of the project arose in 2014. Since mutual discussions about the design, progress and associated costs failed to produce the desired result, it was decided to submit the case to the Arbitration Board for the Building Industry (RvA: Raad van Arbitrage voor de Bouw). By signing the letter of intent the parties are putting the Board's final decision issued on 20 June 2018, into effect.

The provision communicated by Heijmans previously (2018 half-year figures) is sufficient for completing the project.
