Cleanaway announces the Bromelton Energy & Resource Centre project

National waste management company Cleanaway has announced plans to build a $700 million facility in South East Queensland to generate electricity from non-recyclable waste diverted from landfill.

Cleanaway's proposed Energy from Waste (EfW) facility - the Bromelton Energy and Resource Centre (BERC) - is proposed for the Queensland Government's declared Bromelton State Development Area (SDA), within the Scenic Rim local government area, for major industrial development of regional, state and national significance.

Cleanaway's Energy from Waste Project Director, Ricky McNally said community engagement for the BERC project would ensure early input from local residents and businesses into the project's development.

"We will also establish a Community Reference Group to help Cleanaway better engage and understand the needs of the Scenic Rim region. This group will also be responsible for administering a Community Benefit Fund aimed at supporting local community groups," Mr McNally said.

"The BERC project will support local businesses and support local jobs. The BERC will also create an estimated 800 jobs during the approximately three-year construction period, and support 50 long- term skilled operational and maintenance roles to operate and maintain the facility. We are prioritising traineeships and apprenticeships for locals through local employment providers."

Mr McNally said development of the BERC site will help progress the vision for the State Development Area, along with existing businesses and heavy industry including the established Scenic Rim Regional Council Waste and Resource Recovery Facility, quarries, animal processing facilities, manufacturing and logistics operations. Further industrial development is expected in the SDA in the coming years.

Energy from waste (EfW) is the thermal treatment of non-recyclable waste that would otherwise go to landfill. This produces energy in the form of steam and electricity and subject to approvals recovers resources such as valuable recyclable metals and construction aggregates . This supports the Queensland Government's 90% landfill diversion target.

The project will be developed in accordance with the Queensland Government's Energy from Waste Policy released in 2020 and the Energy from Waste Guidelines.

It is estimated the BERC will result in a net reduction of greenhouse gas emissions equivalent to taking 50,000 petrol-powered cars off our roads. This reduction is achieved in three ways:

  • The avoidance of methane that would have been generated from equivalent waste sent to landfill. Methane has substantially more global warming potential than carbon dioxide, so reducing methane has a significant environmental benefit
  • The BERC will generate electricity, which will displace carbon dioxide released through fossil fuel-fired electricity generation
  • Recovered materials including aggregates and recyclable metals will offset the extraction and/or production of virgin materials and the associated emissions.
