Dear Shareholder

We are pleased to enclose printed copies of the Notice and Proxy Form for the upcoming 25th Annual General Meeting ("AGM") of DBS Group Holdings Ltd ("DBSH") to be held on Thursday, 28 March 2024 at 2.00 p.m. at Marina Bay Sands Expo and Convention Centre, Level 4, Roselle and Simpor Ballrooms, 10 Bayfront Avenue, Singapore 018956. The AGM will be held in a wholly physical format. There will be no option for shareholders to participate virtually.

We have, on the date of this letter, published our Annual Report for the financial year ended 31 December 2023 ("2023 Annual Report") and our Letter to Shareholders dated 6 March 2024 (in relation to the proposed renewal of the share purchase mandate) ("Letter to Shareholders") on the Investors page of our corporate website.

In line with our sustainability practices, you are encouraged to read or download our 2023 Annual Report and Letter to Shareholders from our corporate website.

If you wish to receive a printed copy of the 2023 Annual Report and/ or the Letter to Shareholders for this year, please either:

1. complete the enclosed Request Form and submit it to DBSH c/o Tricor Barbinder Share Registration Services (a division of Tricor Singapore Pte. Ltd.) ("Tricor"); or
2. submit the request via email to Tricor, [e-mail] be valid, the request must specify "Request for Printed Copies of 2023 Annual Report and Letter to Shareholders dated 6 March 2024" as the subject of the email, and state your fullname (as per CDP, CPF, SRS and/ or scrip-based records), mailing address, telephone or mobile number, and the manner in which you hold DBSH shares,

in both cases, by 5.00 p.m. on 14 March 2024.

By submitting such request, you agree and acknowledge that we and/ or our service provider(s) may collect, use and disclose your personal data, as contained in your submitted request or which is otherwise collected from you (or your authorised representative(s)), for the purpose of processing and effecting your request.

The Sustainability Report for the financial year 2023 will also be published on the DBSH website at the URLhttps://www.dbs.com/sustainability/reports-and-disclosures/sustainability-reportfrom 6 March 2024.

Instructions on Participation in the AGM

Please note that the deadline for submission of questions in advance of the AGM is 2.00 p.m. on 14 March 2024, and the deadline for submission of proxy forms is 2.00 p.m. on 25 March 2024.

Verification for Attendance and Voting

Please be reminded that we will need your fullname and CDP account number (if applicable) and your proxy(ies)' or representative(s)' fullname and fullNRIC/ passport number for verification purposes, and your proxy(ies)' or representative(s)' NRIC/ passport will need to be produced for sighting at registration at the AGM. This is so as to ensure attendance and voting only by verified individuals. We reserve the right to refuse admittance to the AGM if we are unable to verify your/ your proxy(ies)' or representative(s)' identity accurately.
