MCC Holds 2022 Work Conference on Party Conduct and Integrity and Anti-corruption and Warning Education Conference

  On the afternoon of February 14, MCC held the 2022 Work Conference on Party Conduct and Integrity and Anti-corruption and Warning Education Conference, which was conducted online and offline. Chen Jianguang, Deputy General Manager and Member of the Party Leadership Group of China Minmetals, Chairman of MCC and China MCC, Secretary of the CPC Committee of MCC, attended the meeting and made a speech. Zhang Mengxing, Deputy Secretary of the Party Committee of MCC, Secretary of the Party Committee and President of China MCC, presided over the meeting and made requirements for the work. Shi Dexin, Member of the Standing Committee of the Party Committee of MCC and China MCC, Secretary of the Disciplinary Committee, reported typical cases and made a work report entitled Applying the Historical Experience of the Party's Century-long Struggle to Promote the Comprehensive and Strict Governance of the Party in a Profound Way and Welcome the Party's 20th CPC National Congress.

  The meeting fully implemented the spirit of the 19th CPC National Congress and its plenary sessions, the spirit of General Secretary Xi Jinping's important speeches, and the deployment of the 6th plenary session of the 19th CPC Central Commission for Discipline Inspection. Summary of work in 2021 and warning education was made at the meeting based on the requirements of Work Conference on Party Conduct and Integrity and Anti-corruption by China Minmetals and State-owned Assets Supervision and Administration Commission (SASAC). Arrangements for Party conduct and integrity and anti-corruption in 2022 were also made to manage the Party and enterprise in a strict and comprehensive manner.

  In his speech, Chen Jianguang put forward the clear requirements of "five adherence and five guarantees", which strengthened the confidence and pointed out the direction for MCC to further promote the construction of Party conduct and integrity and the fight against corruption.

  First, we must further raise our political stance and ensure that we are more clear-eyed and firm in our understanding. The first is to comprehend the spirit of the sixth plenary session of the 19th CPC Central Commission for Discipline Inspection (CCDI) and strengthen our sense of mission, responsibility, and urgency in comprehensively governing the Party with strict discipline. Party organizations and leading cadres at all levels of MCC should study and implement the spirit of the sixth plenary session of the 19th CCDI of the CPC, especially the spirit of General Secretary Xi Jinping's important speeches, fully understand the decisive significance of the "two establishments", and consciously take the major political responsibility of "two maintenance". In addition, starting from the requirements of the SASAC and China Minmetals, we must understand and implement strict and realistic management of the Party and enterprise in an all-round way, so as to make our due contribution to the construction of a world-class metal mineral enterprise with global competitiveness. The second is to have a profound understanding of the severity and complexity of the fight against corruption and be more conscious of our political understanding, thinking, and action of comprehensively strengthening Party discipline. Overall, the cadre team of MCC is dedicated, upright and capable. However, we should also be clearly aware that MCC is still facing severe and complex anti-corruption struggle and arduous tasks of strictly governing the Party, the enterprise and cadres. It is necessary for us to further enhance our political judgment, political understanding, and political execution, and to align our thinking and action with General Secretary Xi Jinping's latest judgment on the characteristics of the anti-corruption situation and with the decisions and plans of the CPC Central Committee. All units must keep in mind to maintain strict and comprehensive Party governance, maintain the strategic determination of integrity, discipline, anti-corruption and punishment, forge ahead to find out and solve the problems existing in the enterprise, and promote Party conduct and integrity and the fight against corruption to the end. The third is to deeply grasp the overall requirements of Party conduct and integrity construction and anti-corruption work and effectively push forward the strict and comprehensive Party governance. In the face of the severe and complex fight against corruption, we must continue to strengthen political construction, fight corruption, promote the special rectification of misuse of authority, strengthen supervision over the "key minority" and young cadres, rectify formalism, bureaucratism, hedonism and extravagance, and deepen political inspections and oversight.

  Second, we must adhere to discipline and rules and ensure that we are more consistent in our strictness. Discipline construction involves all aspects, with particular emphasis on further strengthening financial and operating discipline. First, strict investment discipline. It is necessary to further strengthen system construction, post-investment management, system implementation, and responsibility management system. Also, a sound responsibility closed-loop management system should be established to promote supervision and accountability. Second, strict financial discipline. Adhering to the requirements of MCC, SASAC, and the Ministry of Finance, all units should further strengthen financial discipline, basic management and financial capital risk management from various aspects. Third, strict bidding and procurement management. It is necessary to continue to sort out relevant problems and rectify them, with a focus on key links. We must strengthen the supervision of leading cadres and personnel in key positions with the system. Fourth, strict subcontracting management and severe punishment for illegal subcontracting and anchored qualifications. The progress, safety, quality, environment and labor of subcontracting shall be included in the general contract management system. The cooperative model of "managing by subcontractors" and anchored qualifications is prohibited. We should select better-qualified subcontractors and strengthen their performance process management. Fifth, strict standards for cooperation with social resources. MCC's leading cadres at all levels and personnel in key positions should be clear-headed, honest and sincere in dealing with social relations. We should further screen our partners. MCC will also take serious action against acts such as conveying benefits to private enterprises under the guise of legality, accepting bribes from private enterprises by supporting them with illegal advances, and colluding with private enterprises in bidding.

  Third, we must choose and appoint people based on fairness. MCC will continue to improve the fair selection and appointment mechanism and employ qualified cadres with political integrity and ability, outstanding performance, loyalty, and responsibility, to ensure its high-quality development. First, fairness and justice. Integrity should be the core concept in cadre selection, together with the principle of valuing politics, performance, progress, and public opinion. Cadres should also be treated and evaluated fairly so that everyone can enjoy fairness and happiness in the course of major development and strict governance over the Party. Second, systematic talent selection and appointment. We should appoint competent individuals according to organizations and systems. We should also make public the recommendation, investigation, and decision of cadre selection and appointment with unblocked supervision channels to strengthen cadre supervision and create a clean and upright environment.

  Fourth, we must cultivate new and positive attitudes for reform. Work style improvement is not only a tough battle but also a protracted one. We can only succeed if we make constant efforts. The first is to further implement the CPC Central Committee's eight-point decision on improving Party and government conduct. We need to be problem-oriented and take targeted measures to address intractable problems such as formalism, bureaucratism, hedonism and extravagance, and take in-depth measures to address hidden problems such as hidden consumption and various bribes. We should focus on special treatment for work-related benefits and expenses, misappropriation of public funds, and malpractice and inaction. Prompt measures should be made to prevent formalism, bureaucratism, hedonism and extravagance. The second is to continuously improve the work style. It is necessary to be grassroots-oriented, including balancing the relationship between the "authority" and the "grassroots", continuing to ease its burden and serving it well, to build an energetic and competent two-level headquarters and establish the consciousness of "leading, serving and supervising" for the stable and high-quality development of the enterprise. The "one position with two responsibilities" system must be resolutely implemented to maintain a clean and honest style of work. The third is to severely punish corruption and unhealthy practices around the masses. We must seriously investigate and deal with corruption at the grassroots level and project corruption and resolutely rectify problems including disregarding acts that infringe upon the interests of the workers and the masses, malpractices that do not respect the objective reality and the needs of the masses, and prevarication and neglect of duty.

  Fifth, we must uphold the "head wild goose effect". MCC's leading cadres at all levels should always play a leading role among employees and set an example in virtue, fairness, practicality, simplicity and honesty, so as to drive the overall skills of the whole team. First, the rule of virtue. Leading cadres should be firm in their ideals and beliefs and take the lead in showing great virtue. They should also be alert and restrain their words and conduct in accordance with their responsibilities and Party rules and discipline. Second, the rule of fairness. Leading cadres should be upright and impartial in everything and keep the balance between public and private in the process of enterprise management. Third, the rule of practicality. Leading cadres at all levels should be honest, pragmatic and realistic in their work. They need to consolidate their work from the three directions of laying the foundation, setting goals, and grasping quantification, with the main focus on implementation. Fourth, the rule of simplicity. Only by advocating simplicity in conduct and practice, and by being concise in the system, interpersonal relationships, can leading cadres improve efficiency and work style and overcome formalism and bureaucratism. Fifth, the rule of honesty. It is hoped that the leading cadres at all levels will be honest and self-disciplined and put an end to the abuse of power and nepotism. They should lead the team and cause with their integrity and prestige.

  Zhang Mengxing put forward three requirements to better implement the spirit of the meeting:

  The first is to quickly communicate the spirit for study and full implementation. Party organizations at all levels are required to promptly study the meeting spirit and fully implement meeting requirements in the form of meetings held by Party Committees, General Party Branch and Party branches, as well as theoretical learning groups. Discipline inspection commissions at all levels should strengthen the supervision and inspection of the communication and implementation of the meeting spirit. Those who just go through the motions in the process should be dealt with seriously to ensure the implementation of the meeting spirit. We should do a good job in signing the responsibility letter for improving Party conduct and integrity, and extend Party supervision and governance to the grassroots level.

  The second is to shoulder the "two responsibilities" of comprehensively strengthening Party discipline. Party organizations and commissions for discipline inspection at all levels must strictly perform their primary and supervisory responsibilities to promote corruption control. First of all, as the first responsible person, the Secretary of Party Committee must lead by example. Then leading bodies at all levels should lead, execute and promote the improvement of Party conduct and integrity and the fight against corruption, playing a leading role in clean practices, with zero tolerance for corruption. Those who fail to fulfill their responsibilities will be held accountable.

  The third is to highlight several key tasks of promoting Party conduct and integrity. First, we must continue to strengthen political supervision. Political supervision must follow the decisions and plans of the CPC Central Committee. In the process of ensuring effective political supervision, we need to find the right focus and follow the principle of "new development concept, new development stage, new development pattern and high-quality development". Loose supervision must be prohibited to ensure effectiveness. Second, we must continue to strengthen the supervision of the "top leaders" and leadership groups of subsidiaries. It is necessary to strengthen supervision over the "key minority" from a political and overall perspective. We should adhere to democratic centralism and improve the rules of procedure of Party committees to strengthen the internal supervision of leading groups. We should also adhere to the system of collective decision-making regarding "Three Keys and One Large", assignment evasion, regular rotation of posts, and off-office auditing and implement them in a proper and effective manner. The "majority" should be managed by focusing on the "key minority" to promote the sound development of the political ecology of enterprises. Third, we must continue to rectify the problems of misuse of authority and the practice of formalism, bureaucratism, hedonism and extravagance. A long-term mechanism should be established to comprehensively strengthen the restraint and supervision of power. Those who fail to comply with orders or violate prohibitions will be dealt with in strict accordance with relevant regulations to ensure that the discipline and system act as deterrents.

  A total of 736 people attended the meeting, including members of the MCC leading group, relevant person in charge of Discipline Inspection and Supervision Team of China Minmetals, non-leading-group senior executives, general counsel and deputy general counsel of MCC, the main persons in charge of each functional department of the headquarters, members of the leadership group and heads of relevant functional departments of subsidiaries, and all discipline inspection cadres.
