At the 28th UN Climate Conference Gazprom Energoholding Group Presented a Large-scale Project, Aimed at Emissions Reduction December 6, 2023 12:24

In the course of the 28th Conference of the Parties of the UN Framework Convention on Climate Change Gazprom Energoholding LLC presented a large-scale project, aimed at switching heat loads from boiler houses to combined heat and power plants (CHPPs). The project was implemented under Gazprom Energoholding LLC leadership in cooperation with PJSC «MOEK» and PJSC «Mosenergo».

During the project implementation, since 2014, total gas savings amounted to 4.6 billion m³*, leading to CO₂emissions reduction by 8.4 million tons and NOx emissions reduction by 8 thousand tons. Within 2022 the project resulted in CO₂emissions volume reduction, equivalent to annual emissions volume of about 21,800 diesel city buses.

Harmful emissions reduction is achieved by switching heat loads from large boiler houses to PJSC «Mosenergo» CHPPs. PJSC «MOEK» accomplishes the switches at heat sources and heating grids of Moscow heat supply system both during the heating season and summer repair campaign. Thus, it is made possible to increase the efficiency of CHPPs by increasing the share of electricity generation based on heat consumption.

The project is implemented within the framework of partnership between Gazprom Energoholding Group and Moscow Government, aimed at development of the capital's heat supply system. During the project implementation, it was made possible to switch heat loads of 51 boiler houses to Mosenergo's CHPPs with the subsequent decommissioning of these boiler houses.

The reduction in emissions was recorded against the backdrop of constantly increasing number of new consumers. In 2014-2022 2.5 thousand new buildings with consumption volume of over 4 thousand Gcal/h** were connected to the heat supply system of PJSC «MOEK». The growing heat load demand was met without increasing generating capacity and fuel consumption.

Decommissioning of energy facilities, located in dense urban areas, making possible to use the vacated territories for further development of urban environment, also resulted from this work. The most significant example was the creation of SPP-2 Сommunity Сenter on the site of former SPP-2 thermal power plant at Bolotnaya Embankment.

The value of the project for the energy industry lies in the possibility of replicating the experience of Gazprom Energoholding Group in reducing carbon footprint to countries where centralized heat supply systems are used.

PJSC «MOEK» is the unified heat supply organization of Moscow, providing centralized heating and hot water supply to the capital in the areas of Mosenergo CHPPs operation, its own heat supply sources operation, as well as other heat generation facilities, with the exception of small local areas of heat supply from isolated governmental and corporate thermal sources. The length of heat network is more than 17 thousand kilometers; annual volume of heat output is about 80 million Gcal. There are 74 thousand objects connected to the heat supply system.

PJSC «Mosenergo» operates 15 CHPPs with installed electric capacity of 12.5 thousand MW, as well as district and block thermal power plants. The installed heat capacity of the company is 43.7 thousand Gcal/h. PJSC «Mosenergo» power plants supply over 50% of the electricity consumed in the Moscow region, and together with Mosenergo's and MOEK's boiler houses, they provide about 90% of Moscow's heat energy needs (excluding connected territories).
